Comprehensive land consolidation in the whole region integrates and innovates the core content of traditional land consolidation,and its consolidation focus has shifted from agricultural production to ecological civilization and the integrated development of rural and urban areas.On the whole,the comprehensive territorial improvement of the whole area pays more attention to ecology and quality.It integrates quantity,quality and ecology,and gradually highlights the concepts of comprehensiveness,greenness and ecology in the process of implementation.Land consolidation under the background of the new era is not only conducive to coordinating the contradiction between man and land,optimizing the layout of rural land use,and promoting the coordinated development of urban and rural areas,but also beneficial to rural living conditions.During the construction of comprehensive land improvement projects,farmers are the most direct beneficiaries.Therefore,it is necessary to focus on farmers,and the active participation of farmers is also an important means to improve the performance of remediation projects.Based on the background of comprehensive territorial improvement in the whole region,this paper takes Zhicheng Town,Yidu City,a demonstration area of??comprehensive territorial improvement in Hubei Province as the research area,and selects 7 villages in this town as the research objects through questionnaire survey,and collects a total of 369 valid samples.,and based on this sample data,the fuzzy comprehensive evaluation method was used to measure the participation of farmers,and a multivariate ordered logistic regression model was constructed to explore the influencing factors of farmers’ participation,all are providing reference for relevant government departments to improve relevant policies.Through empirical analysis,the author draws the following conclusions:(1)From the overall evaluation results,the participation of farmers in the project area is low,at 0.303,which is at a low level.As far as each village is concerned,Jiaguoshan(0.372)> Yangjinfan(0.334)> Guanping Village(0.320)> Spring River(0.292)> Chixi River(0.283)> Huilong Pass(0.269)> Yujiaqiao(0.250).It can be seen that the enthusiasm of farmers in the seven villages to participate in the comprehensive land improvement project is not very high,and the overall participation level is low.Therefore,in order to mobilize the enthusiasm of farmers to participate,the local government needs to formulate relevant policies and measures.(2)There are significant differences in the participation of farmers in different stages of the same remediation area.Since the maturity of the comprehensive territorial improvement of the whole region is not high enough,and the project in the research area has not been fully completed,this paper only involves the three stages of project establishment,planning and design,and construction,and does not consider the management and protection stage for the time being.In the project of Yangjinfan Village,the participation intensity of farmers in the project initiation,planning and construction stages is 0.254,0.451,and 0.350 respectively;in the Quanshuihe Village project,the participation intensity of farmers in the project initiation,planning and design,and construction stages is 0.231,0.417,0.225;in the Jiaguoshan Village project,the participation intensity of farmers in the project approval,planning and construction stages were 0.285,0.522,and 0.343,respectively;in the Chixihe Village project,the participation intensity of farmers in the project approval,planning and construction stages was 0.240,0.372,0.233;in the Yujiaqiao Village project,the participation intensity of farmers in the project approval,planning and construction stages were 0.213,0.337,and 0.183 respectively;in the Huilongda Village project,the participation intensity of farmers in the project approval,planning and construction stages were 0.210,0.387,0.209;in Guanping Village,in the stages of project initiation,planning,and construction,the participation of farmers is 0.255,0.430,and 0.304,respectively.It can be seen that Jiaguoshan Village has the highest participation in the project initiation and planning and design stages,and Yangjinfan Village has the highest participation in the construction stage.At the same time,Yujiaqiao Village is the lowest in all stages except for the stage of site selection and project approval,and Huilongda Village is the lowest in the stage of site selection and project approval.(3)There are differences in the degree of participation of farmers in the same stage of the same renovation project.In the stage of site selection and project establishment,the participation degree of farmers was 0.241,which was relatively low.The highest degree of participation was in Jiaguoshan Village,which was 0.285,and the lowest was in Huilongda Village,which was 0.210.In the planning stage,the degree of participation of farmers was It is 0.417,the highest is Jiaguoshan Village,which is 0.522,and the participation degree is average,and the lowest is Yujiaqiao Village,which is 0.337;the overall participation degree in the construction stage is 0.264,and the participation degree is low,and the highest is Yangjinfan Village,which is 0.350,the lowest is 0.183 of Yujiaqiao.According to the ranking of farmers’ participation intensity at each stage,it can be seen that the planning and design stage(0.417)> the construction stage(0.264)>the site selection and project approval stage(0.241).(4)In the same remediation project area,there are differences among the influencing factors of farmers participating in comprehensive land remediation projects.Of the 24 influencing factors selected in this paper,a total of 10 variables passed the significance test of affecting farmers’ participation.On the subjective individual level,there are 7variables such as the occupation,age,education level,the proportion of family agricultural labor,whether they are party members,the degree of understanding of the remediation project policy,and the overall awareness of the project;on the objective level,there are There are three variables: publicity,project information disclosure,and village economic development.It can be seen that the influence of farmers’ participation in comprehensive land improvement projects is more influenced by the factors at the farmers’ own level.To sum up,this paper puts forward the following suggestions:(1)Strengthen the propaganda work of the project and deepen the farmers’ understanding of the renovation project;(2)Improve the quality of work of the cadres in the village,and establish a typical demonstration effect;(3)Widely accept farmers’ opinions to ensure farmers’ rights;(4)Improve the participation mechanism of farmers and improve the subsidy mechanism for comprehensive land improvement projects;(5)According to the operational characteristics of local improvement projects,different policies and measures should be adopted according to local conditions.
