Research On The Poverty Alleviation And Countermeasures Of The Grassroots Government In The Process Of Urbanization

As a social phenomenon,poverty has been plaguing many developed and developing countries in the world.It is a common problem faced by most of countries in the world.It's also an important area that governments and academia have always paid attention to.As a country that once had a large number of poor people,China has achieved a targeted largescale poverty alleviation development since the late 1980 s to the present century,which has reduced the number of poor people in the country from nearly 300 million in the 1970 s.To more than 20 million,the proportion of the poor population in the world's poor population in the world has dropped from 1?4 to 1/20,and efforts for poverty alleviation and development work have made remarkable achievements in the world.According to the “China Rural Poverty Monitoring Report 2017” published by the Household Survey Office of the National Bureau of Statistics,in 2016,poor counties could cover only 57% of the country's poor,and nearly half of the remaining poor people are widely distributed in rural and western areas around the city.Townships in less developed areas.China's “Thirteenth Five-Year” development philosophy emphasizes the concept of coordination.Xi Jinping pointed out that “emphasizing coordinated development,taking all factors into consideration,promoting urban and rural development,regional,economic and social,human and natural development,and promoting domestic development and opening to the outside world.” and promoting coordinated development.To coordinate the development of urban and rural areas and solve the new poverty problems in the process of urbanization is an important prerequisite for ensuring social stability,maintaining social fairness,and improving the quality and efficiency of urbanization.It is an inevitable requirement for building a well-off society in an all-round way.From the perspective of government governance,this paper analyzes the status quo of poverty alleviation by the development in the process of urbanization in Chang'an District and its existing problems in poverty alleviation and development.It analyzes the current difficulties of grassroots governments in poverty alleviation work and finds out that there is work for poverty alleviation.The influencing factors include targeted research on poverty alleviation policies and their existing problems in the process of urbanization,and put forward corresponding countermeasures.The first part of the article mainly expounds the research purpose of this paper,as well as the theoretical significance,practical significance and research methods of the study.The second and third parts focus on the research status,research contents and research methods of poverty alleviation and development at home and abroad.The fourth chapter analyzes the status quo of poverty alleviation work in Chang'an District,summarizes the poverty alleviation work process,effects,and specific practices;The chapter 5 analyzes the aspects of poverty alleviation team construction,improvement of living environment,improvement of hematopoietic capacity of the poor,and aided poverty alleviation.The main problems in the poverty alleviation work in Chang'an District are analyzed,and the causes are analyzed.In Chapter 6,in response to the above-mentioned problems,the team develops team building,industrial assistance,resettlement assistance,financial assistance,and social assistance.We will take measures to ensure that the poverty alleviation and development work is carried out to households and people,so that poverty alleviation can truly help the poor and stabilize themselves.The paper focuses on the study of poverty alleviation and development work in the surrounding areas of the city,which has certain theoretical and practical significance.Through on-the-spot investigation and in-depth research on the poverty alleviation work in Chang'an District,we have found that there are problems in the construction of poverty alleviation work in urban-rural areas in urbanization and put forward corresponding countermeasures,thus providing a theoretical basis for poverty alleviation and development in similar areas in China.With practice reference.
