Accelerating urbanization has become the focus of the country's construction in the next stage. In the process of urbanization, the demand for land in urban areas has risen sharply and has gradually expanded externally with rapid urban development. In this situation, the city encircles the countryside, which generates "urban village".The difficult land acquisition and demolition work in urban village has slowed down the process of urban expansion and modernization to a certain extent, and has become a bottleneck restricting the development of many cities. Many scholars have done a lot of researches on the development tract of urban village and the benefits of different stakeholders. They think that urban village will disappear. However,in recent years, the work of land acquisition and demolition in village has become increasingly difficult. With the rapid growth of urban land prices and house prices, government work has become more standardized and legalized. Moreover the awakening of villagers' autonomous awareness has led to conflict disputes and difficulties in coordination between land acquisition and house demolition work.Because the urban renewal not only means demolition and reconstruction, but also is accompanied by the nature transformation of land property rights and the demise of village relations. In terms of villagers' desire, the pursuit of economic benefits, has turned into the current source of continuous income and long-term stability,as well as the long for land reservation and village continuation. On the other hand, rural tourism is rising, and support of the country's attention and policy support, and the development of rural tourism will bring new opportunities for accelerating the process of urbanization. The author takes the typical case of the birth of tourism planning in the process of transformation of Cattle Village in the village of Jia.The present study adopted five-stage conflict model proposed by Stephen Robbins to explore the interest appeals and contradictions of various stakeholders in different periods, based on anthropological ethnographic field survey methods, interviews and observations of stakeholders, and supplemented by relevant statistical data from government and other authoritative agencies,Using Bourdieu's Social Practice Theory, the author analyzed the birth of tourism planning and found that the development of rural tourism and the planning of featured towns are the effective ways to maximize the realization of the appeals of various stakeholders, which can achieve a win-win situation, and realize the harmonious coexistence of villages and cities.
