The 2018 "Government Work Report" stated that China has persisted in innovation and led the development in the past five years,which has fully stimulated social creativity and significantly improved overall innovation capability and efficiency.Agricultural science and technology innovation,as an important driving force for the development of modern agriculture,made important contributions to the construction of modern agriculture in China during the “12th Five-Year Plan” period,and the national “13th Five-Year Plan for Agricultural Development” was proposed and implemented in the country.Under the strategy of innovation-driven development,China's agricultural science and technology development must be based on national conditions and agricultural conditions.In the “Government Work Report” of the First Session of the 13 th National People's Congress,it was proposed to provide comprehensive innovative and entrepreneurial services based on the promotion of“mass entrepreneurship and innovation”,to create an upgraded version of the “Double Innovation” target and to adjust the focus of the development of agricultural science and technology.,improve the efficiency of agricultural science and technology innovation.At present,the coordinated development of agriculture in Beijing,Tianjin,and Hebei has become a national strategy,which must be supported by the collaborative innovation of agricultural science and technology.The Beijing-Tianjin-Hebei region has its own advantages in the development of modern agriculture.However,due to the differences in the agricultural development goals and the endowments of agricultural science and technology resources in different regions,the development of agricultural science and technology has become more differentiated.Based on this,this article conducts research from the following aspects to promote the collaborative innovation of agricultural science and technology in the Beijing-Tianjin-Hebei.Firstly,basis on the literature review and data collection,the status of agricultural science and technology innovation in Beijing-Tianjing-Heibei was analyzed.Secondly,the input-output efficiency indices of agricultural science and technology innovation were determined through data screening for the past ten years from 2006 to 2015,and the Malmquist model and super-efficiency model based on the DEA method were used to measure and evaluate the agricultural science and technology innovation efficiency ofBeijing-Tianjin-Heibei,according to the results,conduct comparative analysis and regression test on the differences in innovation efficiency of agricultural science and technology in Beijing-Tianjin-Hebei;Finally,it thoroughly analyzes the efficiency of agricultural science and technology innovation in Beijing-Tianjin-Hebei province.In combination with the advantages of Beijing-Tianjin-Hebei-based agricultural science and technology innovation resources,the relative countermeasures to improve the efficiency of agricultural science and technology innovation in Beijing-Tianjin-Hebei region are proposed to promote the coordinated development of agricultural science and technology in Beijing-Tianjin-Hebei.
