| The family planning policy that began in 1970 s and became more strict in the1990 s and the overall transformation of China’s economic since the reform and open up have enabled China to complete the population change in a transitional period, which took a century for developed countries. With the continuous advancement of the country’s industrialization and urbanization process, the young men which highly educated and skilled in rural areas flowed to cities on a large scale to participate in non-agricultural employment which the total size of the rural population declined as a result and led to the agingand hollowness and low quality. The proposal for a rural revitalization strategy has raised rural issues to new heights. It was of great significance to propose rural and agricultural revitalization policies that combines rural population changes. Moreover, changes in the agricultural labor force have led to a reduction in the sown area of grain in many areas, and even abandonment of farming which affected grain production, agricultural output value, agricultural modernization, and agricultural management methods. The data for our research derived from the Gansu Statistical Yearbook data and the four years of rural social survey data.We first described the total rural population changes, the rural population’s natural structure(age, gender),education status, and non-agricultural employment based on the demographic transition theory. The changes in the rural population and labor resource endowments and their causes were analyzed.Based on this analysis, the changing trend of the agricultural labor force was analyzed and it was found that the agricultural labor force tends to be feminine, aging and low quality. It was based on the theory of demographic transition and agricultural development to study the impact of population changes on agricultural development. The Cobb Douglas production function was used to study the impact of changes in agricultural labor force on grain production and total agricultural output value in Gansu Province. And the impact of demographicchanges on modern agricultural technology and agricultural management methods were analyzed using descriptive statistics analysis methods. It was found that agricultural labor input can promote food production. But the significance of the impact varied at different time periods.Although the impact ofagricultural labor input on agricultural output value was negative, more investment incapital instead of labor agricultural production promotes the increase of agricultural output valuemainly by the impact of agricultural science and technology, machinery. In addition, the change in the quantity and quality of agricultural labor has an impact on agricultural technological advancement, and in particular,it has a significant impact on the amount of fertilizer input per unit arable land.Based on the research results, the government should strengthen the construction of rural infrastructure, strengthen public services, and accept the rural laborers that are difficult to achieve citizenization to join the rural revitalization initiative. |
