Research On The Stakeholders-Based Rural Tourism Policies

Tourism is currently the sunrise industry in the social and economic development of China,and the rural area has played an important role in the development process of economic society.Rural tourism gets tourism and rural area these two elements combined together,which is an innovation measure to solve the“three rural issues",and meanwhile plays a catalytic role in the construction of beautiful countryside.With the continuous development of economic society and the support of national policies,rural tourism has achieved a rapid development,but there also exist some problems.This paper points out the problem that there exists an unsound policy system in the current rural tourism,so that the distribution of benefits is uneven,which thus leads to various problems in the development of rural tourism.The key to the healthy development of rural tourism lies in seeking a mechanism to coordinate the interests of all parties involved in rural tourism.Based on this,this paper introduces the concept of stakeholders,and combines with the experience of many regions to conduct analysis on relevant reasons based on the problems existing in the development of China' s rural tourism at the present stage to try to construct the interest coordination mechanism of rural tourism policies.The related research in this paper mainly includes the following aspects:(1)The core groups related to the interests of rural tourism policies are divided by analyzing the groups involved in the rural tourism industry,including enterprises,governments,residents and tourists,etc.(2)There are great differences in the interest demands of policy-related stakeholders in the rural tourism,and the interest demands of individuals also differ greatly;the relevant stakeholders are analyzed to find the focus of interest conflicts among stakeholders.(3)The present development status of rural tourism in China is analyzed to clarify the relevant problems,and conduct analytical research on the interest conflicts from the perspective of stakeholders.This paper points out that only when a reasonable coordination mechanism of rural tourism stakeholders is constructed to make the demands of all stakeholders fully displayed and the reasonable interests guaranteed by policy,can the rural tourism develop in a healthy and stable way.(4)In the process of related research,this paper conducts an empirical analysis in the way of combining theory with practice to analyze the actual situation of rural tourism in Baoting County,Hainan Province,points out the contradictions of local governments in dealing with the problem,and specifically puts forward reasonable suggestions so as to construct the interest coordination mechanism of rural tourism policy stakeholders.
