Research On Multidimensional Poverty Measurement And Management Countermeasures Of Returning Migrant Workers

As all we know,in recent years,a huge number of migrant workers due to various reasons returned back to hometown.Returning migrant workers groups have many unique advantages,will help develop rural economic,rural economic restructuring,drive left behind poor villagers out of poverty.However,we should note that,many migrant workers are passive in a certain extent,it makes the migrant workers themselves face poverty.How to measure returning migrant workers groups' poverty,help returning migrant workers get rid of poverty,is a worthy further research in academic circles.Returning migrant workers groups are special,so their poverty is more complex.,we can't measure it with the income.This artical use the public participation theory,Maslow-Need-hierarchy theory,Sen's capability theory,construct an index system,using micro data of,through the AF "double circle " method of the multidimensional poverty measurement,measures returning migrant workers' poverty,and on this basis to decompositize index,estimate the index of poverty the rate of stranded contribution.Meanwhile,the basic characteristics of returning migrant workers,such as gender,age,political status,educational level and family population,were selected as explanatory variables.Binary logistic model was used to analyze the influence of these basic characteristics of returning migrant workers on their multidimensional poverty.We can draw these conclusions.(1)Poverty rate,from the one index,all the respondents had at least one dimension of poverty,and 28.4% of the respondents had poverty in six dimensions.As a whole returning migrant workers are in the middle and high level;From the two index,all of the respondents had poverty in at least one dimension,according to the measurement,the respondents were in poverty in 10.14 dimentions on average,in the middle level.(2)Decomposition of index,from the one index,social opportunity,transparency guarantees,and political freedom are among the top three contributors to overall poverty,and the contribution of mental feelings,economic conditions,and protective security to overall poverty is in the last three places.This also shows that economic conditions are no longer the main factor that determines the poverty of returning migrant workers;from the two index,the contribution rate index of the transparency guarantees are large,this shows that some of the local policies are not in place.The times of vocational training and the times of entrepreneurial training of society opportunities contribute a lot.The contribution rate of working time in political freedom is higher,the rich degree of recreational activities in mental feelings is higher.The contribution rate of health facilities in economic conditions is higher,and the contribution rate of local medicallevel in protective security is higher.(3)Through binary Logistic model regression analysis,we can know that the basic characteristics of returning migrant workers,gender,political appearance and health level can significantly affect whether they fall into multidimensional poverty.The other basic characteristics are not obvious because of the special conditions of migrant workers and the lack of the data.According to the conclusion,from the three angles of government,society and individual,this paper puts forward the countermeasures and suggestions to help the returning migrant workers to get rid of poverty.The government should play a leading role,increase the investment in rural infrastructure,increase the training of employment and do all kinds of policies.The society should play an auxiliary role,promote the socialist core values and help the migrant workers to learn and use.Internet,individuals should actively participate in rural governance,take the initiative to understand relevant policy information,participate in various related training,and enrich personal amateur life.
