Analysis Of The Countermeasures For The Optimization Of The Economic Census Process Based On The ESIA Method

Since the second national economic census in 2008,great changes have taken place in the national social and economic situation in China,The production process of statistical data is also changed from the original hierarchical summary to the paper report form,which is changed to that the enterprise sends the data directly to the National Bureau of Statistics on the unified network platform,and realizes the "paperless".Under the new situation,the census program,organization model,and social propaganda and social propaganda mobilization in the third national economic census have not changed much compared with the second national economic census,However,the reform of "one set of tables" and the implementation of "four major projects",which are the new products of statistical information,promote the collection,reporting,examination and summary of census data has realized the fundamental change through Personal Digital Assiatant(PDA),which simplifies the census process and also improves work efficiency.This article takes the economic census process as the research object,through the comparative analysis of the two economic census processes,to demonstrate the significance of applying the process optimization theory to the reform of the census mode.As grass-roots statistical institutions are the main implementing agencies of economic census,and the problems in process design are also exposed in the concrete implementation of the program,this paper combines the author's economic census experience in the Bureau of Statistics of Gucheng District of Lijiang City,Yunnan Province.Through the communication and interview with the front-line census staff,this paper lists the problems found in the work process of the third National Economic Census,and applies the method of " Fish-Bond Diagram" to the process diagnosis.Row arrangement analysis,excavate the reason that causes the problem.Finally,according to its problems and reasons,the paper selects the ESIA method of process optimization,puts forward scientific and effective solution strategy,and provides some reference significance for the future census.
