Research On The Comprehensive Evaluation Of The Core Competitiveness Of Rural Tourism Characteristic Towns Based On The GSC Model

With the sustained progress of the New-type urbanization,the reforming promotion of the traditional agricultural industries and the continuously expanding of the market demand about the leisure agricultural,together with the gradually perfect of the national policy systems what include the targeted poverty alleviation in rural areas,agricultural industry ascension and reform and creation of tourism industry,characteristic town has been widely attracted people's attention as the innovative model of Urban-rural integration.What's more,Characteristic town is an important carrier for characteristic industry development,ecological environment improvement,local culture excavation,community function exertion,as the one of the important forms,rural-tourism towns' development could help to achieve Ecological-production-living combination and the new pattern of agricultural-rural development's formation.At present,our country is in the key period of Characteristic town construction,this paper studies for the core competitiveness of the rural-tourism town on the basis of the former's achievements about leisure agriculture,industry convergence and small town's construction,which contribute to putting forward to the targeted measures on the sound development of the Characteristic town.In addition,the paper could also supply and rich the the research results about Characteristic town and core competitiveness.Based on the previous research experience and field investigation,this paper adopts to the way of coalition of theoretical research and empirical analysis,using the analytic hierarchy process,fuzzy synthetic evaluation and Delphi Method to summarize the definition connotation,main features,distribution status,etc.What's more,the paper comes up with the comprehensive evaluation index system of rural-tourism towns' core competitiveness which takes the"Groundings-Supports-Cores" as frame on the GEM model's innovation.This index system contains six first-class indexes,twenty-one second-class indexes and forty-six third-class indexes,which gives basis and direction for getting a grasp of rural-tourism towns' competitive edge.At the same time,it takes the YaXi town s a case,utilizing the ensuring evaluation methods to make an empirical analysis on the system,and evaluating the core competitiveness level of the YaXi.The assessment result demonstrates that YaXi rural-tourism town's whole competition ability is pretty good,especially the aspects of resources environment,characteristic industry and government services perform better,meanwhile the overall rating on infrastructure is lower than all other items so that the town should improve this in the future.This paper's studies for the index system and case application would be beneficial for rural-tourism towns' promotion and space establishment which could be sustainable and "productive-livable-touristy".Through the research could get several ways to increase the core competitiveness of rural-tourism towns:(1)From the aspect of groundings,on the one hand,strengthening the core competitiveness needs to give priority to ecology and to build a green low-carbon mechanism with the participation of government,market and local resident.;On the other hand,it's useful to enhance the integration and utilization of resources and to improve the infrastructure conditions for increasing the advantageous resources' conversion rate and optimizing the human environment;(2)From the aspect of supports,strengthening the core competitiveness not only need to grasp the government functions reasonably and keep balance between management and bearing the whole burden,but also need to join the elements of finance,technology and human resources,in order to consolidating the capital base of the rural-tourism towns;(3)From the aspect of Cores,advancing the level of core competitiveness need to take active steps to characteristics industrial development,intelligent platform creation and local cultural protection,such as Agricultural-tourism convergence industry's lengthwise extension and horizontal expansion,intelligent integrated service platform's construction and diversified media's creation,historic cultural relics' protection in addition to rural atmosphere's keep,etc.
