Research On The Relationship Between The Government And Enterprises In Urban Rail Transit Management

Based on new public service theory,public goods supply theory,principal-agent theory and stakeholder theory,this paper introduces the status quo of the relationship between the government and rail transit enterprises,analyzes problems and puts forward suggestions for improvement.This paper first introduces the development,succession and current situation of the relationship between the government and rail transit enterprises,and then analyzes the supposed power and responsibility between the government and rail transit enterprises,including the impact of this relationship on the public interest.Secondly,this paper is willing to find out main problems of the relationship between the government and rail transit enterprises which still needs to be optimized,such as the narrow source of the operating costs of enterprises,the fuzzy principle and model of government subsidies,laws and regulations which is not formed a complete system yet,lack of the metropolitan transportation planning,the high threshold of rail transit financing.Finally,this paper gives some suggestions for improvement in aspects of the national standard system construction,the supposed power and responsibility between the government and enterprises,rail transportation investment and financing system,and government regulation expertise,so as to lighten the burden of the government,improve the management level of enterprises and improve the efficiency of quasi public goods supply.
