The Feasibility Study On Transnational Operation To Russia Of Chinese Small And Medium-sized Enterprises By Applying Cross-Border E-commerce

Since the beginning of Chinese reform and opening-up policy,China has been implementing Going Global Strategy unswervingly,encouraging enterprises go out of China to participate in the new international division of labor(NIDL),and be involved in international competition.Especially for small and medium-sized enterprises(SMEs),who plays an important role in Chinese national economy,so SMEs "going out" has great importance to the development of transnational operation for Chinese companies.However,since the 2008 financial crisis,the world is in a station of economy downturn,and international trade decreasing.In the same time,Chinese economy has entered into a period of new normal,the traditional import and export trade dropping down.In the contract,because of developing rapidly,its transaction sales increasing against the trend,transaction scale rate in total international trade sales growing continuously,cross-border e-commerce has become the new power of economy growth.In the increasingly thriving cross-border e-commerce market,Russia shows a good performance and develops dramatically since 2012.China takes 70%of cross-border e-commerce market of Russia,becoming the biggest seller market of Russian cross-border e-commerce market.Plus,with the implement of One Belt,One Road policy and Internet Plus strategy,Chinese SMEs face many good policies when carrying out cross-border e-commerce to Russia.Therefore,it's a good chance for Chinese SMEs to carry out transnational operation to Russia,applying cross-border e-commerce.This paper,under the present economic background,analyzes the development status and developing trend of Chinese SMEs in Russian cross-border e-commerce market,as well as the chances they meet,and analyzes the benefits of Chinese SMEs carrying out transnational operation to Russia by applying cross-border e-commerce,demonstrates the feasibility of Chinese SMEs carrying out transnational operation to Russia by applying cross-border e-commerce and explores the characteristics of Russian cross-border e-commerce market and the problems of Chinese SMEs facing when applying cross-border e-commerce to Russia.In last,this paper proposes operation suggestions on how to push forward Chinese SMEs transnational operation to Russia by applying cross-border e-commerce from the lever of government and enterprises.It is found that China and Russia Government are boosting the development of China-Russia cross-border e-commerce collaboratively,and that there is a huge need for Chinese products especially light industrial goods in Russian cross-border e-commerce market,which is a good opportunity for Chinese SMEs to develop cross-border e-commerce in Russia.However,Chines SMEs still facing issues of slowness of logistics speed,inconvenience of cross-border payment and settlement,inadequacy of professionals,and high potential of threads,while carrying out cross-border e-commerce in Russia currently.Government and enterprises need to complete logistics system,cultivate capable talents,built up China-Russia cross-border e-commerce complex service platform to optimize the business environment of China-Russia cross-border e-commerce,boosting the development of Chinese SMEs transnational operation to Russia applying cross-border e-commerce.
