A Research On Countermeasures For The Questions Concerning Agricultural Insurance Development In Liangshan

Scale of agricultural development in our country is larger,and natural risk increases the risk of agricultural production.Crops more than 41.09 million hectares across the country are affected in 2006,thus causing losses to our country's modern agricultural production,reducing the farmer's income.Among them,in the liangshan prefecture of China,ecological environment is very fragile.There are often spontaneous combustion disasters occurring,causing the local peasants "poverty as a result of disearsters,Chinese\" as a result of the phenomenon of frequent.Therefore,through exploring the existing problems in the development of liangshan prefecture agricultural insurance,and put forward corresponding countermeasures according to the actual situation to promote the economic development of yi nationality autonomous prefecture,better the life of liangshan prefecture area farmers,strengthening the yi and every other nation's unity has important practical significance.In this paper,through on-the-spot investigation and data statistics,on the base of the current agricultural insurance development of liangshan prefecture,analyzes on the problems existing in the development of it,analyzes the causes of the problems,and draw lessons from the successful experience of domestic and foreign agricultural insurance development,combining the reality of liangshan prefecture,puts forward the countermeasures and Suggestions to promote the development of liangshan region agricultural insurance.Research conclusions are as follows:(1)agricultural insurance in liangshan prefecture after years of development has formed a relatively comprehensive system of agricultural insurance,almost each region of liangshan prefecture covering the major crop insurance.So far,paid the agricultural insurance compensation of 1.048 billion yuan,liangshan prefecture region to benefit farmers as high as 2.6496 million HuCi,which to a certain extent,promote the development of modern agricultural production liangshan prefecture.(2)the policy support is not in place,lack of professional agricultural insurance professionals,insufficient recognition of grass-roots government to the agricultural insurance,insufficient understanding of agricultural insurance and so on many factors lead to farmers in liangshan prefecture agricultural insurance too narrow the scope of business,safeguard level is low,the insurance amount is low,the lack of attractive to farmers,an insurance company operating cost is high,the profit space is limited,the rate set in the lack of scientific basis,agricultural insurance business problems such as moral risk,restricting the development of liangshan prefecture agricultural insurance(3)as a result,through the construction of a perfect legal system,intensify policy support to the development of agricultural insurance,increasing government subsidy of agricultural insurance in liangshan prefecture region,expanding the scope of the government disaster frequency and degree of statistics,do a good job in agricultural insurance development of propaganda work,mobilize the enthusiasm and initiative of farmers ginseng protect effectively.Reasonable innovation of agricultural insurance danger to plant,from the source to avoid selection and moral hazard,in fully respect the will of the masses of peasants to buy agricultural insurance based on pushing forward of liangshan prefecture agricultural insurance is more stable and healthy development.
