Guangzhou Tianhe Rural Collective Assets Supervision Practice Exploration

With the rapid development of urbanization,Tianhe District has rapidly transformed from the countryside into the commercial district of downtown of Guangzhou city.By the end of 2016,the rural collective economic organization of Tianhe District had a collective property of 11.61 million square meters with a huge market value.The contradiction between frequent and large transaction in collective assets and the backward assets supervision system is increasingly prominent,which shows up as: unknown total amount of assets;non-transparent trading process;the unguaranteed rights of villagers' participation and supervision.Such contradictions make rural collective asset transactions fall into inefficient,disorderly and vicious competition.In January 2014,in order to further standardize communal collective asset trading,pushing forward the integrity construction of the rural collective economic organization,the "Three Capital" Transaction Management Method(trial)of the Tianhe Village Restructuring Company has been officially promulgated.On July 1 of that year,the rural collective asset supervision platform in Tianhe district of Guangzhou began to operate,and the collective asset trading of 25 villages in the whole district was traded and managed through the platform.Today,the rural collective asset supervision platform of Tianhe district has been operating for more than three years.With the operation of the online platform,the rural collective economic organizations in Tianhe District have basically realized asset and capital verification.The relevant information of village affairs,village accounts and other relevant information are basically open and transparent.The construction of rural collective asset supervision platform in Tianhe District has been effective: in the economic aspect,it has improved the added value of the collective economic organization's assets;in terms of management,the supervision of rural collective economic organization has been gradually institutionalized and standardized;In the social aspect,the harmonious degree of the group relationship has been promoted,which has enhanced the authority and legitimacy of the government.However,the investigation found that the rural collective asset supervision platform still has many problems in the actual operation,such as unclear property right of idle assets has reduced the economic efficiency;the repeated malignant phenomenoa of collusion and together-conspired bidding,etc.It can be seen that the effective regulation of rural collective assets cannot be solved by the existing platform.Therefore,to realize the effective supervision of rural collective assets,we can not rely on existing platforms to solve problems once and for all.What are the problems in the operation process of the rural collective asset supervision platform in Tianhe District? What causes these problems? How to improve the operation of rural collective asset supervision platform in Tianhe District,so as to further improve the supervision effect of rural collective economic organizations in Tianhe District? These problems need to be solved urgently.This paper makes an in-depth investigation of these problems by means of literature research,field investigation and inductive analysis so as to respond to these questions one by one.Through the retrieval of the network database,the paper collects relevant information about the development course of the rural collective economic organization and the supervision mode of collective assets.In order to make the analytical method of existing literature more convincing,this paper analyzes the influence of rural collective asset supervision platform on rural collective economy through tables and charts based on the data of the database of the rural collective asset supervision platform in Tianhe District.Through interviews,investigation,data access and other methods,field investigation has been undertaken to collect the situation of rural collective asset management in Tianhe District.The content involves the construction of rural collective asset supervision system,the setting of the supervision institution and the transaction of the rural collective assets.Finally,the paper makes a generalization and analysis of the information obtained through the literature review and the field investigation,so as to make it systematized and become a reference experience.
