Research On Performance Evaluation Of Precision Poverty Alleviation In D Village Of R County In Henan Province

It is of great practical significance and instructive value to carry out the research on the performance evaluation of precision poverty alleviation,for standardizing the specific content of poverty alleviation,improving the innovative ability of precision poverty alleviation and helping to achieve the effect of precision poverty reduction.At present,as China's poverty alleviation work enters the final stage of the decisive battle and the assessment and acceptance period,it is urgent to strengthen the performance evaluation of precision poverty alleviation,especially the performance evaluation of precise poverty alleviation at village level.Based on this,this paper chooses the D Village,R County,Henan Province,as the research point to carry out this study,which has typical precision poverty alleviation cases,complete poverty alleviation process and is easy to carry out investigation.On the basis of the analysis and research on the relevant policies and academic achievements of precision poverty alleviation,this paper constructs a village-level precision poverty alleviation performance evaluation system which conforms to the actual situation of D village.After comprehensive comparison,the average value method which is best for this article is used to assign reasonable evaluation indexes in the established precision poverty alleviation performance evaluation system.This paper briefly introduces the natural environment and social economic conditions of village D according to the basis of survey site selection.Referring to the evaluation system,using field investigation,comparative studies and statistical analysis and other research methods,the data and materials obtained from field research are analyzed and synthesized,meanwhile the scientific evaluation of the precision poverty alleviation work in village D is carried out comprehensively and objectively.The study found that: the total score of the performance evaluation of the precision poverty alleviation in D village is 84.79(full score is 100),and the evaluation result is good+,which indicates that the implementation effect of the precision poverty alleviation in D village is better and achieved great poverty alleviation results.In terms of the “six precision” sub-items,the average score of performance evaluation of village D is higher in the three aspects of "precise poverty alleviation effect","precise project arrangement" and "precise target of poverty alleviation",which shows that its work in these three aspects is more remarkable.Comparatively speaking,the average scores of the village inthe three items of "accurate measures to households","accurate dispatch of people by village" and "accurate use of funds" are lower,which indicates that the village has limited effectiveness in these three tasks,and there is still much room for improvement in the future.In addition,according to the scores of 20 secondary evaluation indicators,this study also analyzed and evaluated the implementation of specific projects of precision poverty alleviation in D village.Finally,combined with the problems existing in the process of precision poverty alleviation in D village,the corresponding improvement suggestions are put forward in order to promote the precision poverty alleviation work in D village in the future.
