Research On The Confirmation Of Rural Land Right And Its Performance Evaluation In Hunan Province

Since 2013,the central government has proposed to carry out the registration and issuance of the rural land contractual management rights in an all-round way.Hunan Province,as one of the provinces in the country that has carried out the pilot registration and certification of the rural land right confirmation rights early in the country,plans to complete the task in 2018.It is the key to perfect the rural land system and construct the modern countryside in our country to realize the degree and effect of the realization of the right to confirm the right of rural land.The work of rural land ownership in Hunan Province has been formally carried out for five years.The purpose of this study is to understand the degree of implementation,progress of work and the effect of policies on the implementation of rural land ownership in Hunan Province.It is concluded whether there is a gap between the central policy and the actual degree of implementation of the land right confirmation work in Hunan Province.How many gaps and the problems in the process of confirming the right to work,have carried on the relevant investigation and the research.According to 314 questionnaires of land confirmation registration and certification in Hunan Province,the basic situation of Hunan Province questionnaire survey,the progress of land confirmation registration and certification work,the completion of the contents of land confirmation registration and certification work,This paper analyzes the function of land confirmation and the evaluation of the response of villagers to land confirmation.It is concluded that the progress of land confirmation is slow and the completion effect is not ideal;the violations and staff are not responsible in the process of work;the propaganda in the village is not enough,the villagers have low awareness of the policy,and the work is unfair and closed.There are differences in land distribution,and there are six more problems in farmers’ contradictions and disputes.According to the questionnaire improve four suggestions,Hunan was established.The performance evaluation index system of rural land confirmation in Hunan Province shows that the overall performance evaluation of rural land confirmation in Hunan Province is general.In view of the problems,this paper puts forward to improve the understanding of grass-roots cadres and farmers,do a good job in the propaganda of land right confirmation,strictly carry out the right confirmation work,adhere to the principle of hierarchical responsibility,improve the great differences in land distribution,and actively mediate contradictions and disputes.Make sure the power work is open and fair,listen to the public opinion and constantly.
