Study On Government Policy Support System Of Enterprise Technology Incubation In Yan'an City

Entering the "13th Five-Year Plan",Yanan sets up a grand vision for building up the innovative heights in the northwest under the call of the central government.And it is very wise and practical that Yanan choose technology hatching as a breakthrough in the case of reality Yanan`s weakness in scientific research.On the one hand,the research results can be introduced from the surrounding area,especially from Xi'an,on the other hand,technology hatching is the key step for the technological achievements to achieve economic benefits,which is of great significance for the economic development of Yanan.The key to technology incubation is the technology enterprise,so the development of technology enterprises in Yanan,whether the policy support is comprehensive,or whether the whole policy support system is strong and powerful,are very important factors to determine whether the ability and strength of technology hatching in Yanan can be improved rapidly,and it is also the key to determine whether the grand vision of the "13th Five-Year Plan" of Yanan can be realized.Through the construction of the analysis model and evaluation system of the government policy support system of enterprise technology incubator,we carry out comprehensive data collection and analyze the five aspects,including fund support,project support,talent support,organizational support and platform support,and put forward some suggestions for improvement.We have 5 parts in this article:As the first part of this article,the introduction is mainly about the introduction of this study.This part includes the background and significance of the study,the purpose of the study,and the related research review at home and abroad.And it also introduces the research ideas,the research methods and technical routes to be taken.Besides,it includes the innovation point and the inadequacies.The second part is the basic part of this article which mainly determines the basic framework of the research through the definition of related concepts and the selection of basic theories.The specific content includes the introduction of the definition of technology incubation and the comparison of the concept of policy support system and technology incubating policy support system,and the theoretical basis includes two parts of the theory of technological innovation and the theory of incubator.The third part is the selection of scientific research methods and the construction of evaluation system.This part introduces some mainstream research methods in current research,and by comparing its emphasis and advantages and disadvantages,combining the main characteristics of the overall relevance of the policy support system of enterprise technology incubator,we think that the evaluation process must be evaluated from the whole rather than the independent department,and the fuzzy mathematics method is selected as the scientific method of this study.Then through determine the objectives,significance and principles of the evaluation system,and then determine the final evaluation system.Through the selection of the classic indicators in the relevant Yearbook,the whole evaluation system is scientific,complete and feasible.The fourth part is the evaluation process of Yanan government's policy support system for technology incubation,which is also the core of this research.According to the index system to determine the data needed in this study,through the full preparation to promote the collection of data,through the scientific method to complete the data processing,the use of selected scientific methods to get the evaluation conclusion,and finally through the analysis of the evaluation results to mine all kinds of information contained in it.The fifth part is the conclusion,is also a summary of this study,and put forward some scientific suggestions on the problems found in the study,and provide reference for the development of Yanan technology enterprises and related industries.
