Research On Government Procurement Problems And Countermeasures In Jiuquan City

Government procurement is an important part of fiscal expenditure management.Implementation of government procurement in China over the past 20 years,with the deep implementation of the concept of the rule of law,purchasing management is more and more scientific,government procurement scale has continued to expand,increasing benefit,government procurement has played an increasingly important role.However,we should also see,government procurement in China started late,time is short,lack of practical experience and management experience,in accordance with the problems of government procurement is also growing,to achieve the goal of influence and restrict the government procurement.This paper uses the theories of new public management,rent-seeking behavior,commissioned agency,and public finance,and adopts literature research methods,comparative analysis methods,investigation methods,and summing up experiences,etc.,combined with the current situation of government procurement in Jiuquan City,and the problems existing in the government procurement of Jiuquan City.To analyze the entry point,put forward the current major problems are five aspects: the system is not smooth,the scale is small,the efficiency is low,the violations are severe,the supervision is not constrained,and the quality of the team is uneven,and further analyzes the causes of these problems.On this basis,this paper draw lessons from foreign and domestic advanced experience in some cities,from five aspects put forward some countermeasures of perfecting the Jiuquan government procurement.(1)Perfecting the institutional mechanisms from rationalizing management systems,improving supporting systems,and strengthening rigid accountability.(2)Expand procurement scale from scientific establishment of catalogues,strengthen budget constraints and optimize procurement structure to improve procurement efficiency.(3)To reduce violations by standardizing the source and result management and implementing electronic procurement practices.(4)strengthen supervision and restriction from the implementation of whole-process supervision and internal and external supervision.(5)Improve the quality of the team from strengthening education training,perfecting the expert team,cultivating the social agent machine and strengthening the work style construction.Through analyzing and research on the present situation of Jiuquan city government procurement research,thus to promote improvement and strengthen the Jiuquan city government procurement work.
