Financial Policy Research On Promoting The Development Of Ecological Garden PPP Project

Since the reform and opening up,China has adhered to the economic development line with economic construction as the center.The economic benefits of the whole society have been greatly improved,and people's living standards have been effectively improved.However,The phenomenon of ecological destruction caused by economic activities is becoming more and more serious,and the quality of living environment is gradually coming into people's view.The report of the Seventeenth National Congress of the Communist Party of China strongly advocated the construction of ecological civilization,and applied PPPU Public-Private-Partnership-Public and Private Cooperative system to Ecological Gardens.The PPP model,supported by the state,has realized the effective combination of public goods and services with the supply mechanism.The PPP model has the function of financing,can introduce social capital into the construction of the project,has broad development space,and is favored by the government.In addition,the PPP model can be applied to many fields of economic life.Many projects even involve the livelihood of the whole society,is an important content of supply-side structural reform,far-reaching significance.This paper first gives the concept of ecological garden project and PPP model,and analyzes the supply of public goods,economies of scale,industrial cluster effect as the theoretical basis.This paper analyzes the present situation and problems of applying PPP model to the construction of ecological garden projects in China.This paper analyzes the ecological garden project "Environmental Science and Technology Industrial Park of Yixing",which has been successfully built by Oriental Garden Company using PPP model.This paper collects the relevant data by issuing questionnaires to the staff concerned in the Eco-garden Project of the Environmental Protection Science and Technology Industrial Park of Yixing,and establishes the various items to promote the development of the eco-garden PPP project in combination with the Analytic hierarchy process(AHP)in China.The indicator system of fiscal measures and their respective weights,The results show that,compared with other fiscal measures,the government provides credit guarantee for enterprise loans,direct government procurement and tax relief for R & D projects are the three most important measures.In the following chapters,the paper introduces the international application of PPP model in the construction of ecological garden projects,and abstracts the financial measures to promote the application of PPP model to ecological garden projects.In view of the problems existing in promoting the development of ecological garden PPP project in our country's fiscal policy,and combining with the analysis of domestic and foreign cases,the optimization suggestions are put forward.The public sector should strengthen the supervision of the PPP project and establish the corresponding fund supporting mechanism.Improve their own credit,perfect the incentive mechanism and supervision mechanism,perfect the system of rule of law,thus promote the effective development of ecological garden PPP project,social enterprises should actively advance We should conduct business transformation,improve the industrial chain,innovate core technologies,and seek more secure financing channels,thereby enhancing our own competitive strength in related fields.
