With the rapid development of China's economy and the continuous improvement of urbanization level,the accumulation of urban population has increased the public demand for public transportation.Has long been China's infrastructure industry shortage of investment and financing channels of a single,lead to urban infrastructure construction can't meet the demand of the public travel,at the same time,the shortage of infrastructure seriously restricting the sustainable development of urban economy.Due to its large transportation capacity,convenient and fast and less pollution,greatly facilitates people's life and travel,and also promotes the development of social economy.And progressive development of urban rail transit in big cities in recent years,and which is dominated by the government of the city infrastructure construction exists many disadvantages,such as investment scale,low efficiency,poor profitability characteristic,only rely on the government infrastructure construction investment and financing is difficult to meet the needs of social and economic development,The application and development of infrastructure in PPP mode has become an important means to solve the fund shortage of rail transit projects.But due to the complexity of the PPP financing pattern structure and numerous participants,the cooperation project of potential risks,so the PPP financing model for comprehensive and systematic risk management research,is to ensure that the rail transit the PPP model can successfully use,thus promote the development of urban rail transit projects.This paper firstly introduces the PPP model's basic connotation,the related theory of finance and risk management theory,according to industry characteristics of the project,the PPP mode analysis of the PPP project risk,and on the basis of a lot of reading literature identified in the process of implementation of urban rail transit the PPP project risk,The risk of urban rail transit PPP project is divided into systemic risk and non-systematic risk,and systemic risk factor;Policy,political risk,macroeconomic risk.Non-systematic risk factors include;Construction risk,operation risk,force majeure risk.There are 5 primary risk indicators and 20 risk indicators.According to the Wuhu rail transit line 1,line 2,the first phase of the project specific information and data for empirical research,will build a fuzzy evaluation model of urban rail transit of the PPP project of Wuhu rail transit line 1,line 2 a phase of the project for practical application,verify the applicability of the fuzzy comprehensive evaluation model of construction and feasibility,for the choice of the PPP model of urban rail transit projects in China provides scientific quantitative basis.
