In recent years,the distribution network investment has been greatly improved,and its development has made great progress.At the same time,under the background of new electric power reform,the Power Grid Corp will face a series of problems,such as cash flow reduction and investment ability dropped,the power grid investment will be under control of government,operation and maintenance mode may be diversified and so on.However,power grid enterprises use financing lease model to build distribution network can solve the problem of insufficient funds,adapt to the change brought about by the new electric power reform,promote the sustainable development of Power Grid Corp,and ensure safe,reliable and economic operation of distribution network.Therefore,it's of great significance to do the reasearch in the evaluation of the main equipment financing lease mode of the distribution network under the background of new electric power reform,and then put forward the optimization suggestion of the strategy.Firstly,this paper does a continuous tracking interpretation of supporting policies on the investment,combined with the the business policy environment of distribution network under the background of new electric power reform,and analyses the distribution network business scenarios and investment operation mode in future;Secondly,based on the above results,the paper analyzes the feasibility of equipment leasing used in the distribution network combined with its characteristic,then combined with the policy of power system reformation,it describes the influence on the choice of financing lease mode,thus conducting the research to the operation mode of equipment financing leasing of distribution network,including various ideas on professional leasing company,attention note about financing lease,operation mechanism of distribution network leasing model;Thirdly,the financial leasing risk as an important consideration is anaylized,it can be summarized as the construction risk,technology risk,default risk,environmental risk,market risk and disposal risk,then the cloud model entropy model is put forward for risk assessment,and the risk situation of financing lease model is obtained through empirical analysis;Fourthly,from three aspects of economic,technical,social,the paper selects the evaluation indexes according to the principle of establishing the index system and fuzzy threshold method,then constructing the evaluation index system of equipment financing leasing of distribution network combined with the identification result of risk factors,so the index system covers the four areas of technology,economy,society and risk,a total of 20 evaluation indexes;Fifthly,the paper builds a comprehensive evaluation system of matter-element model based on improved variable weight method,the model combines the optimal evaluation of index and comprehensive evaluation,and it adapts to the incompatibility of indexes in the investment strategy evaluation of distribution network,then the optimization suggestions are put forward according to the evaluation results.This paper makes an empirical analysis on typical distribution park-Dongyang city Hengdian area(Hengdian group)in Zhejiang Province using the established model,and puts forward some suggestions to optimize the strategy according to the evaluation results,including risk management and operation points of power grid enterprises as the lessee.Considering the mode of financing lease,the paper puts forward some precautionary measures,such as default risk,market risk,technical risk and other important risks,and raises some suggestions on lessee's determination of rent payment method and equipment selection.
