Rapid development of Small industrial manufacturers and Siemens,GE in China,general machinery manufacturing industry in China is facing enormous pressure of market competition.Faced with this pressure,companies must integrate scientific and advanced management methods and make fully use of productive resources,customer resources,financial resources,human resources on the basis of the existing resources to bear the ultimate goal of achieving product innovation,customer satisfaction,profit maximization,and social responsibility.This management tool is performance management.Particularly to the state-owned enterprises which have comparatively lagging management thought,curable forms of management,management systems are single and lack of strategy and adaption.Developing performance management system of scientific,effective,conforming to the actual business,adapting to market changes is a common and significant research.This paper discusses the performance management system and methods for development of state-owned enterprises from the theory of performance management at home and abroad.Determining SBW group's key performance indicators system using balanced score card,target management and other research methods.Applying the method of scale and behavior anchoring to conduct performance appraisal.Combining strategy oriented performance management theory of domestic and foreign research results with performance management work of SBW group to reveal the existing problems and reasons,to establish the performance management system of SBW group.Combined with the advanced experience of domestic and international to perfect results of performance appraisal,and put forward the supporting measures of establishing performance management system.Through researching theoretical and business process from this paper draws the conclusion.The whole process of strategy oriented performance management system must be established in SBW group.Pay attention to scientific performance planning and all staff participation to do the planning.Applying the balanced score card and target management to establish the key performance index system of subsidiary organization of the group and the subordinate.To establish the system of performance coaching and communication.To Preach the performance management concepts and principles to the employees.Establishing standardized work process of performance feedback and interview.Application of performance appraisal results from the perspective of employee training,job allocation,salary system,employee career planning,organizational development.To establish supporting measures of performance management system including organization guarantee,human resources guarantee,system security,corporate culture and ideological support,etc.This article expounds the improvement of performance management to human resources management,the organization of strategic objectives and the promotion of economic development from the introduction of the research background of the performance management system.Implementation of performance management in the group of SBW also for the same industry management to play a role in promoting Chinese manufacturing enterprises and to build core competitiveness of the world.
