Study On Innovation Of Industry-University-Research Collaboration Mode In Shenyang City

At present,Industry-University-Research(IUR)Collaboration has become an important way for scientific and technological innovation and achievement transformation in many countries.In China,IUR Collaboration is an important impetus to the implementation of innovation-driven development strategy and the construction of an innovation-oriented country.It is also an important component of technological institutional innovation at current stage.The technological and economic complementation and integration among universities,research institutes and industries,and the transformation of technological achievement to real productivity and economic and social benefits will facilitate industries to carry out technological innovation and product upgrade,and will strengthen regional core competitiveness.Meanwhile,the innovation activities of universities and research institutions will be brought closer to practical industrial demand,which will in turn facilitate their long-term development.Shenyang is an old industrial base in Northeast China.Some results have been achieved on incentive policies,collaboration mode,and mechanism innovation and so on after years of development of IUR Collaboration,which promoted the economic and social development of Shenyang City.However,due to reasons such as late start and weak R&D basis and etc.,there are many shortcomings in IUR Collaboration in Shenyang,such as weak link among IUR parties,single collaboration mode,low innovative enthusiasm,inadequate innovation initiative,Insufficient integration of IUR resources,and incomplete organizational and operational mechanism.These problems impose great impact on IUR Collaboration as well as economic and social development in Shenyang.Therefore,the innovation on the mode of IUR Collaboration is an innovation on system,institution and mechanism during the implementation of innovation-driven development strategy,and is a "soft power"revolution to promote the development of productive forces.The paper studies the development history of IUR Collaboration in China and abroad,analyses overall development situations of IUR Collaboration in Shenyang,and identifies the problems and weak links in current IUR Collaboration mode.IUR Collaboration objectives and principles are given in the paper,that meet current Shenyang innovation practice,IUR Collaboration mode in the form of business entity is proposed,and organizational structure and cooperation mode are designed for entity mode IUR Collaboration.The paper provides targeted solutions to current problems and a new IUR Collaboration mode that is in line with industrial basis and innovation practice in Shenyang City.
