The rapid development of economic globalization prompte economic ties betweenvarious regions more closely, at the same time, the market environment is becoming morecomplex and put forward higher requirements on the regional level of science and technologyand economic development, industry-university-institute cooperation as is the effective way topromote the regional scientific and technological capacity and the level of economicdevelopment has been recognized by all walks of life in contemporary economic situation.Shanxi province is in the key period of economic transformation, facing the reform of systemof science and technology, resource transformation and other external formidable pressure, wemust further mining the breadth and depth of cooperation to provide a strong scientific andtechnological support the transformation and development of Shanxi province, and promotethe transformation of the spanning development. However, to achieve the deep strength andhigh level cooperation, we must profound grasp and understand the combination of scienceand technology innovation situation based on the background of the era of knowledgeeconomy. Therefore, it is necessary conduct a comprehensive analysis to the combination ofscience and technology innovation process, and based on this, evaluate the technologicalinnovation efficiency of IUR in Shanxi province objectively, study the influence factors andimproving ways in-depth, so as to provide the decision-making basis for the transition acrossShanxi Province, to promote science and technology innovation level and the union of Shanxiprovince.This paper firstly defines the connotation of the I-U-R combination of science andtechnology innovation. Secondly, paper analyses of the main elements and Secondarystructure elements involved in the process of I-U-R cooperative innovation, on the basis ofthis, combining with the characteristics of innovation of science and technology, the article from the preliminary research, the medium-term development and the later period ofindustrialization three stages descried I-U-R combination technology innovation process.Thirdly, based on the analysis of the process of system, Construct the science and technologyinnovation evaluation index system of I-U-R combination, application of two stage SE-SBMmodel to evaluate the Shanxi Province during science and technology innovation efficiencyduring2001-2012years comprehensively and segmental, and get science and technologyinnovation efficiency matrix of I-U-R combination. Finally, according to the evaluation ofprevious empirical analysis, draw the following conclusions:(1) The overall I-U-Rtechnology innovation efficiency of I-U-R Shanxi Province is not optimistic.(2) Comparedwith the invention of science and technology stage, achievements transformation efficiencyseriously insufficient, explained that the enterprise’s main body status has not been effectivelyplay.(3)Shanxi province I-U-R technological innovation efficiency is little in the period of"double high".Finally, according to the evaluation results, respectively from the government,enterprises and research put forward reasonable suggestions to promote Shanxi provinceresearch and technological innovation efficiency of I-U-R cooperation:(1) the governmentshould construct the support system of research and technological innovation of I-U-Rcooperation in Shanxi province.(2) Enterprises should strengthen deeply the main body statusin I-U-R cooperation in science and technology innovation in the Shanxi province.(3)Research institutes should be emphasized with the source function of scientific andtechnological innovation of I-U-R cooperation in Shanxi province.
