Study On Land Acquisition And Demolition In The Process Of Urbanization

Economic Development Zone A in Yunnan is one of the economic development zones firstly approved by Yunnan Province in 1992.During 26-year developing period,Economic Development Zone A in Yunnan has achieved efficient development in its construction,and become main industrial development cluster in this city,economic growth leader and city-industry integration demonstration zone.With the urbanized,industrialized development and construction,land supply has become the important limitation factor of attracting business and investment,implementing project and equipping infrastructure.The task of land acquisition and demolition becomes tougher,as there are many problems in the process of land acquisition,demolition,and allocation,such as,inadequate laws and regulations,imperfect systems and mechanisms,conflict of interest,compensation standard and mass disturbances,at the meanwhile,there are lots of conflicts of interest.Therefore,it is necessary to study and make a scientific and reasonable policy measure for land acquisition,demolition,and allocation,and to implement it to explore a more scientific,reasonable and harmonious working mode.Based on the current situation and existing problems of Economic Development Zone A in Yunnan,this paper puts forward an integral suggestion of establishing adequate laws and regulations,gradually enhancing scientific,efficient and reasonable systems and mechanisms of managing economic development zones,establishing scientific and reasonable compensation standard,positively promoting allocation construction,establishing adequate dissolving mechanism to solve social contradictions of land acquisition,demolition,and allocation,and setting up multi-security mechanism.Besides,it also puts forward a new mode of land acquisition,demolition,and allocation.The objective of this paper is to help Economic Development Zone A in Yunnan and other cities address all problems in the process of land acquisition and demolition.
