The Impact Of Tariff Policy Adjustment On Manufacturing Innovation In China

In order to explore the impact of China's import tariff policy adjustment on the level of innovation output of the manufacturing industry since joining the WTO,this paper first calculates industry tariff on the basis of the relevant commodity data excerpt from the Tariff Download Facility database of the WTO official website and the corresponding year "Import and Export Tariff of the People's Republic of China".Together with relevant data obtained from other statistical yearbooks,This paper composes panel data for 27 industries based on manufacturing.The panel data is based on the import tariff level of each industry as the core explanatory variable,and the innovation intensity is the explanatory variable.At the same time,this paper also introduces many control variables such as enterprise R&D investment,enterprise structure,and enterprise scale to ensure the accuracy of measurement results.On this basis,this paper designed three experiments to verify the impact of the import tariff policy adjustment on the level of manufacturing innovation output and the path as well as the impact of different industry properties.Among them,experiment one adopts the tendency matching score method based on the natural experiment as the grouping basis and the counterfactual framework to explore the impact of the import tariff adjustment on the net value of the enterprise innovation after removing the common factor;Secondly,based on the conclusion of the former,this experiment was introduced in the core variable import tariff level and the internal research development fund input interaction term,using the time individual double fixed effect model,to explore the path of industrial tariff adjustment affecting the enterprise's innovation output;Experiment three,On the basis of Experiment one,the extended experiment was introduced as a grouping variable to explore the difference in innovation intensity of import tariff adjustment for industries with comparative advantages and comparatively inferior industries.The research results show that since the accession to the WTO,China's industrial tariff adjustment has a positive impact on the overall level of innovation output of the manufacturing industry,and to a certain extent continue to reduce tariffs,which can improve the innovation output level of manufacturing enterprises.In addition,industrial tariff adjustment can directly affect the innovation output of enterprises,and can affect the innovation output level of enterprises by affecting the R&D investment and export of enterprises.In addition,through the expansion of research,it is found that China'stariff adjustment is more effective for the traditional industry of the experimental group(with comparative advantage);finally,according to the above research findings,the following specific implementation recommendations are proposed: First,China's tariff policy adjustment should always adhere to strong industry orientation,and focus on the transformation of industrial nature;second,the goverments should also focus on the policy effect assessment,and build a sound tariff policy evaluation system;third,continue to encourage the implementation of the "going out" policy and strengthen regional economic cooperation;fourth,continue to increase R&D investment,actively introduce foreign investment.
