Poverty,a problem that cannot be evaded by all countries in the world,has always been a concern and has become the focus and difficulty of scholars at home and abroad.Eliminating poverty and sharing development are the common aspirations and goals of governments and the international community.At different stages of historical development,China has actively explored poverty alleviation.In order to achieve the goal of building a well-off society in 2020,in November 2013,General Secretary Xi first proposed the importance of “precise poverty alleviation” during the inspection in Hunan Xiangxi.Thoughts,stressing that poverty alleviation must be realistic and tailored to local conditions.After that,a series of strategic arrangements were made for precision poverty alleviation,and the “four practical”,“six precise”and “five batches” work requirements were put forward to help the poor with a firmer attitude and more precise measures.Get rid of poverty.Shanxi is located in two special poverty-stricken areas of Yanshan-Taihang Mountain Area and Luliang Mountain Area.As of 2018,there are still 43poverty-stricken counties,especially 10 deep poverty-stricken counties and 287,700 special poverty-stricken groups are in poverty,and the poverty alleviation situation is particularly severe.To this end,Shanxi Province has implemented important measures for poverty alleviation,including industrial poverty alleviation,education poverty alleviation,health poverty alleviation,financial poverty alleviation and infrastructure poverty alleviation.But what is the effect of these measures? What measures are more effective? What issues should be paid attention to in the future precision poverty alleviation process? The exploration of these issues is of great significance to the precision poverty alleviation in Shanxi Province.This paper adopts the gray correlation analysis method to further study the practical effect of precision poverty alleviation in Shanxi.The results show that the practice of precision poverty alleviation is effective in Shanxi Province.From 2013,the speed of poverty alleviation in Shanxi Province has obviously accelerated.The number of poor people dropped from 3.29 million in 2014 to 900,000 at the end of2017.2.39 million people got rid of poverty and the incidence of poverty It also fell from 13.6% to 3.9%,and the overall trend of poverty alleviation is improving.At the same time,according to the weighting values of various poverty alleviation measures,it can be seen that the implementation of health poverty alleviation,infrastructure poverty alleviation and education poverty alleviation measures in Shanxi Province is more effective,and the effects of industrial poverty alleviation and financial poverty alleviation are not obvious.Therefore,in the future process of precision poverty alleviation,on the one hand,we must continue to highlight the poverty alleviation advantages of health poverty alleviation,infrastructure poverty alleviation,and education poverty alleviation.On the other hand,it is necessary to increase investment in industrial poverty alleviation and financial poverty alleviation,timely identify problems that may exist in the process of poverty alleviation,and improve them to achieve coordinated development between measures.The innovation of this paper is mainly based on the status quo of poverty in Shanxi,and analyzes the practice and effect of precision poverty alleviation in Shanxi Province.Xi Jinping's precision poverty alleviation strategy is a work instruction for poverty alleviation in the country.In the specific poverty alleviation process,the actual situation of the province still needs to be considered.It is indeed necessary to "adapt to local conditions",so it is of practical significance to study precision poverty alleviation in Shanxi Province.At the same time,most scholars study the causes and solutions of poverty.Few people study the effects of precision poverty alleviation in Shanxi practice,and this paper compares with the poverty alleviation effect of Shaanxi Province,and the proposed policy recommendations are more scientific and rational.
