Research On Poverty Alleviation Microfinance Policy

“The people's wish for a better life is our persistent goal”.This is Xi Jinping's strong and resounding commitment when he was elected President of the People's Republic of China.Bearing this initial intention and mission,our Party proactively launched the battle to fight against poverty.With the strength of stamping on stones and scratching on iron,it lead the poor people out of poverty to prosperity,and never let a poor people fall behind.As a result,a series of Poverty Alleviation Policies and measures have emerged.Micro-finance is one of the most powerful measures to alleviate poverty.On the basis of combing the relevant research literature at home and abroad and drawing lessons from the advanced experience of other provinces and cities,this paper introduces the situation of poverty alleviation and the basic situation of poor households in Lanshan District of Rizhao City,makes a thorough analysis and detailed explanation of the implementation process of the micro-credit policy for poverty alleviation in Lanshan District.This paper analyses the effect of the policy by using grey relational degree model.Then,it points out the existing problems of poverty alleviation micro-credit and puts forward some suggestions for optimizing the policy.This article consists of six parts.Part one is the introduction.Firstly,the background and significance of the topic are described.Secondly,the domestic and foreign research literature is summarized and briefly commented.Finally,the research content,objectives,significance,innovations and shortcomings of the paper are elaborated,which paves the way for the following writing.Part two is an overview of microfinance and related theories.This part introduces the meaning,characteristics and development status of poverty alleviation micro-credit at home and abroad,and expounds the theory of financial restraint and deepening,incomplete competition,transaction cost and agricultural credit subsidy related to poverty alleviation micro-credit,which constitutes the theoretical basis for the implementation of poverty alleviation micro-credit.Part three is about the implementation mode and effect of micro-credit for poverty alleviation in Lanshan District.This part introduces the specific practices and operational procedures in the implementation of the microfinance policy for poverty alleviation in Lanshan District,and points out the effectiveness of the implementation of the microfinance policy for poverty alleviation from three aspects: the driving role for poverty alleviation of poor households,the promotion role for enterprise development and the prizing role for social and financial capital injection into the field of poverty alleviation..Part four is the analysis of problems in the implementation of microfinance for poverty alleviation in Lanshan District.This part points out that there are problems in the implementation of poverty alleviation micro-credit in Lanshan District at the government level,financial institutions level and enterprise level,such as imperfect supporting policies,uneven work progress,low returns and so on,and points out the necessity of solving these problems.t.Part five is to draw lessons from domestic and foreign experience.This part analyses and draws lessons from the Grameen micro-credit model,the Japanese Agricultural Association's poverty alleviation model,the Ningxia "Thousand Village Credit and Mutual Aid Fund" poverty alleviation model,and the Gansu "Double Benefit Agricultural Loan" poverty alleviation model.Part six is the study of countermeasures.Aiming at the problems existing in the development of micro-credit for poverty alleviation in Lanshan District,this paper puts forward opinions and suggestions from three levels,namely,government,financial institutions and enterprises,in order to ensure the sustainable and healthy development of micro-credit policy for poverty alleviation.Part seven is the conclusion.This part gives a brief summary of the whole paper and points out the research conclusions.
