| Since the central government began supporting agricultural insurance in 2007,The development of agricultural insurance has ushered:the degree of protection is too low to truly drive the effective demand of farmers,including;the scope of product protection and innovation cannot meet the requirements of diversified insurance requirements of new business entities.The intervention and adjustment of subsidies need to improve the effectiveness of subsidies,and truly play the role of agricultural insurance financial subsidies in stabilizing agricultural production,increasing farmers income,and encouraging insurance institutions to operate and innovate.After 10 years of development,Baotou City Agricultural Insurance has made remarkable achievements.With the continuous improvement of the agricultural insurance premium subsidy system in Baotou City,the scale of agricultural insurance in Baotou City has grown rapidly,and the effect of the policy has become preliminary.However,due to the single form of subsidies,the rigid structure of subsidies,the linkage of subsidies,' the application of state financial funds,and the phenomenon of leakage,the efficienc.v of subsidies has been greatly affected.This dissertation takes Baotou City' s agricultural insurance premium subsidy for the analysis object,and investigates the development status of agricultural and agricultural insurance in Baotou City from the aspects of nature,humanities and economy,and sorts out the data and materials related to agricultural insurance in each district.On the basis of this,we found the characteristics of agricultural development in Baotou City and the development effect of agricultural insurance,and found the factors affecting the development,of agricultural insurance in Baotou City,such as natural disasters,government subsidies,service levels,personnel quality,development level of district and moral hazard..Based on the panel data of 8 flag districts of Baotou City from 2012 to 2016,the Spuer-SBM model method was applied to analyze and evaluate the efficiency of financial subsidies for agricultural insurance in Baotou City.From the perspectives of pure technical efficiency,scale efficiency and comprehensive efficiency,it is found that the current efficiency of agricultural insurance premium subsidies in Baotou City is low,and the efficiency values are uneven.The comprehensive efficiency of premium subsidies is invalid.Mainly due to scale inefficiency;each region has significant fluctuations every year.Finally,aiming at the development status of agricultural and agricultural insurance in Baotou Citv,combined with the efficiency value measured by the model,from the three main bodies of the government,insurance companies,farmers and herdsmen,and other aspects,propose to increase subsidies,innovative subsidies,Close cooperation between departments;actively cooperate with each other,supervise each other,to promoting the development of agricultural insurance in Baotou City. |
