| Since the implementation of agricultural insurance premium subsidy pilot China’s agricultural insurance has developed rapidly.The scale of agricultural insurance premiums increased from 5.18 billion yuan in 2007 to 119.2 billion yuan in 2022,with a compound annual growth rate of more than 20%.In fact,since 2020,China has become the country with the largest scale of agricultural insurance premiums in the world.However,the rapid development of agricultural insurance premium subsidy system is accompanied by incomplete subsidies,imperfect mechanisms and other problems.The huge financial expenditure needs performance evaluation for management and efficiency.Based on this,measuring and analyzing the efficiency of agricultural insurance premium subsidy in China and its influencing factors will not only help enrich the relevant theories of agricultural insurance premium subsidy and performance evaluation,clarify the internal logic of the impact of various factors on the efficiency value of premium subsidy,but also provide ideas and suggestions for improving the efficiency of agricultural insurance premium subsidy in China,promote the standardized and efficient operation of financial funds,and promote the sustainable development of government financial resources.This paper first uses the data of 301 prefecture level cities in China from 2016 to 2020 to build an evaluation system for the efficiency of agricultural insurance premium subsidies,and then uses the SE-SBM-Global Malmquist model to calculate the static efficiency and Dynamic efficiency of agricultural insurance premium subsidies.Secondly,a spatial lag model was established using the Moran’s I index,LM test,and Hausman test to study the impact of key explanatory variables such as the level of agricultural modernization and the total output value of agriculture,forestry,animal husbandry,and fishery,total planting area of crops,rural permanent population,rural electricity consumption,the duration of pilot implementation of agricultural insurance premium subsidies,and the number of companies conducting agricultural insurance business on the static subsidy efficiency of agricultural insurance.Finally,the total effect of various factors on the efficiency of agricultural insurance subsidies is decomposed into direct effects and spatial spillover effects,and robustness and heterogeneity tests are conducted.The research results indicate that:(1)From 2016 to 2020,the static efficiency of agricultural insurance premium subsidies in China showed an overall upward trend,with significant differences between cities.From 2016 to 2019,the national average Dynamic efficiency is greater than 1,and the subsidy efficiency shows a rising trend.In 2020,the national average Dynamic efficiency is 0.9942 less than 1,and the subsidy efficiency has slightly declined.(2)There is a strong spatial positive correlation between the static efficiency of agricultural insurance premium subsidies in China,and the increase in local subsidy efficiency will lead to a 0.2067 unit increase in efficiency in adjacent regions.(3)The level of agricultural modernization,crop planting area,and policy implementation time have a significant positive impact on subsidy efficiency,while the total output value of agriculture,forestry,animal husbandry,and fishery,as well as rural electricity consumption,are negatively correlated with subsidy efficiency.(4)The above conclusions are still valid after changing the spatial matrix,and the conclusions of this study are robustness.Finally,this paper puts forward the following suggestions: First,we should further optimize the differential subsidy system and give play to the role of local governments;Second,strengthen regional agricultural exchanges to promote regional coordinated development;Third,promote the coordinated development of agricultural modernization and agricultural insurance. |
