Innovation is the source of improving the country's comprehensive strength and international competitiveness.China's economic and social development has entered a new normal,with the economic growth rate slowing down.Our government no longer blindly pursues rapid economic development,but pays more attention to the quality of economic growth.This requires China to change the mode of economic development,put innovation in an important strategic position,and increase investment in innovation activities.In recent years,China's R&D expenditures have been large and the growth rate has been obvious.But,the overall level of China's technolosical innovation efficiency is low,and there are obvious regional differences.In view of this,this paper first constructs an improved SBM-DEA efficiency measurement model,calculates the technological innovation efficiency of China's provinces under the consideration of "innovation failure" and "environmental pollution"and analyzes the regional differences.Then the quantile regression analysis method is used to explore the influence direction,degree and difference of various influencing factors on technological innovation efficiency at different quantile points,furthermore,it reveals the influence law of the conditional distribution of China's regional technological innovation efficiency.Next based on the panel VAR model,the impulse response function is used to analyze the impact degree and impact effect of the fluctuations of various influencing factors on the regional technological innovation efficiency,and then the dynamic influence effect of various influencing factors on the regional technological innovation efficiency is studied.Finally,on the basis of the above research,combined with the objectives and tasks of China's "13th Five-Year Plan" scientific and technological innovation plan and the actual development of technological innovation in various regions of China,the regional differentiation policy suggestions of China's technological innovation development is further designed.The main conclusions are as follows:Firstly,During the research period,the average value of China's technological innovation efficiency was 0.49,and the average annual growth rate reached 10.8%,indicating that the overall level of China's technological innovation efficiency is not high,but the growth rate is relatively fast,and the scale efficiency has contributed more to the growth of China's technological innovation efficiency.The average value of technological innovation efficiency in the eastern,central and western regions of China during the inspection period was 0.689,0.383,and 0.355,respectively.The technological innovation efficiency in the eastern region was much higher than that in the central and western regions,the low pure technological innovation efficiency in the central and western regions is the main reason for the large gap between them and the eastern regions.At the same time,the average annual growth rate of technological innovation efficiency in central and western regions is higher than that in eastern regions,indicating that the gap between central and western regions and eastern regions in technological innovation efficiency is gradually narrowingSecondly,the influence of factors of regional collaborative innovation(government investment,financial support,industry-university-research cooperation)and factors of regional open innovation level(domestic knowledge technology transfer degree,international knowledge transfer degree,foreign direct investment)on the technological innovation efficiency is quite different at different sub-points of the technological innovation efficiency,and various influencing factors show different conditional distribution law on China's technological innovation efficiency.At all quantile levels,government investment and financial support have an inhibitory effect on technological innovation efficiency,and as the quantile increases,the inhibitory effect is gradually enhanced.Industry-university-research cooperation and foreign direct investment have a positive effect on technological innovation efficiency,and with the increase of the quantile,the promotion effect is gradually enhanced;The degree of knowledge technology transfer is positive to the technological innovation efficiency,and with the increase of the quantile point,it shows the changing law of inverted U-shaped.Thirdly,the dynamic response of China's regional technological innovation efficiency to influencing factors is quite different in terms of response direction,response intensity,response speed and cumulative effect.Various influencing factors show different dynamic influence effect for the technological innovation efficiency in China.The promotion effect of government investment,financial support,international knowledge technology transfer degree and foreign direct investment on regional technological innovation efficiency is ranked as follows:western region>eastern region>central region.The promotion effect of industry-university-research cooperation on regional technological innovation efficiency is ranked as follows:eastern region>westem region>central region.The promotion effect of domestic knowledge technology transfer degree on regional technology innovation efficiency is ranked as follows:central region>easten region>western region.
