The Study On The Construction Of Mechanism In Which The Wuhan Scientific-technical Community Undertaking The Transferred Functions Of Government

The current Scientific-Technical Communities have a rapid development in both quality and quantity and they have shown the potential and the tendency to share government functions.They are also the potential important providers of public services based on their non-profit and service characteristics.In the course of transforming itself into a service-oriented government,the government should cooperate with the Scientific-Technical Communities to form an effective acceptance mechanism.This is a subject worth exploring in more depth.Transforming the functions of the government can further promote the development of the socialist market economy and we must properly handle the relations between the government and the market,the government and the society to achieve this goal.Transforming the proper transactional and supportive functions to the science and technology communities will not only promote the development and growth of science and technology associations,but also the transformation of government functions and make positive moves to become a limited government.Wuhan is the capital city of Hubei Province and a central city in central China.It is also one of the relatively mature areas for the development of Scientific-Technical Communities.Based on the review of related domestic and foreign researches and theories,a research was carried out on the situation of Wuhan's Scientific-Technical Communities undertaking government transfer functions using questionnaire and so on.This will help analysis on a case-by-case basis,give full play to the role played by Wuhan's Scientific-Technical Communities in promoting scientific career and social economic development,and at the same time,provide precious experiences for Scientific-Technical Communities in other provinces and cities to develop healthily and undertake government transfer in an orderly manner.Combining with the status of Wuhan's Scientific-Technical Community,this paper analyzes the current situation and predicament in the current government functiontransforming process.There exist problems like how will Scientific-Technical Communities well undertake government transfer functions,supervision and performance appraisal.This paper built a dynamic mechanism with a virtuous circle of progress to make sure that the Scientific-Technical Communities can undertake government transfer functions in a long-term,scientific and sustainable manner and thus promoting the transformation of government functions and providing a theoretical basis for the improvement of the socialist market economy.
