Analysis On The Improvement Of Science And Technology Associations’ Professional Service Capability In Wuhan District

In recent years, along with the rise of the "governance" theory, governance reform has a steady progress, as an important force in non-governmental organizations, in the prosperity and development of science or technology, Science and Technology Association is being gotten more and more attention. The Third Plenary Session of the the 11 th Central Committee of the Communist represents the overall change in the country’s governance mode. Xi Jinping affirmed the Chinese Associations for science and technology’s unique role in the government scientific decision-making and promotion of scientific development, and he appealed the government for transferring related functions, giving the Chinese Science and Technology Association infinite space on development and participation in public affairs management. As the capital of Hubei Province, Wuhan is leading the development of the central areas of the city. The study of Science and Technology Associations’ professional service capacity which is an good example of Science and Technology Associations’ development and PSC improvement in other cities concerns the process of “National Central City” building. How to use the opportunity of governance reform and to improve and enhance the PSC of Science and Technology Associations in Wuhan, have become an important problem which need to be resolved.Therefore, taking the chance of Science and Technology Associations’ participating in “governance” reform, the study tries to figure out relationship between undertaking governmental functions and the PSC of Science and Technology Associations. On the basis of which, the research focuses on the theory, status and reason of Science and Technology Associations’ PSC in Wuhan. Then his research further analyzes the situation and theories of undertaking governmental functions in the current situation and provide some advice to improve the PSC of Science and Technology Associations.Firstly, based on enormous studies of previous scholars on Science and Technology Associations, the study gives a review and comb to some foreign and domestic researches related to Science and Technology Associations, clarifies the background and significance of the research and reveals the research methods and frameworks.Secondly, the study pays attention to Science and Technology Associations’ PSC. This study creatively put forward the concept of Science and Technology Associations’ PSC. Based on previous research and analysis, this study constructs an estimating system which comprising assets situation, human resources, democratic government and cultural strategy to measure Science and Technology Associations’ PSC. Then combining the “governance” theory and the “third sector” theory, the study explores the relationship between the situation of undertaking governmental functions and the improvement of Science and Technology Associations’ PSC.Next, the study studies and analyzes the status of Science and Technology Associations’ PSC in Wuhan district. Based on the foundation of index system for PSC in Wuhan district, the study gives an investigation and a calculation of PRC. Next, the paper gives a presentation of the situation of undertaking the transferred government functions in Wuhan Science and Technology Associations to investigate, noted in Wuhan Science and Technology Societies and points out the problem during the process of it and analyzes the underlying reasons.Last but not least, based on the previous studies, the paper proposes some countermeasures as follows: to strengthen self-construction, to build market-oriented operating environment, to reform association management and mechanisms and to perfect association management laws or regulations.
