Current Situation And Effection Analysis Of Subsidies For The Purchase Of Agricultural Machineries In Hunan Province

With the rapid development and growing strength of Chinese economy,China has fully entered a new period of Industry refunding Agriculture.How to solve the problem of"agriculture,rural areas and farmers" and to let the peasants fully enjoy the fruits of the development of modern society has become the focus of the party and the state,which mainly is referred in the relevant documents on the realization of agricultural mechanization and modernization.Contents become more and more specific with stronger operability and guidance.In order to speed up the process of development of agricultural mechanization,increase the income of farmers and improve the living standards of farmers,Central Committee's Document No.1 for 2004 was issued titled "CPC and State Council policies on the income promotion of farmers",which made the support policy clear that "Subsidies are given on purchases and updates large agricultural machinery for farmers,farm workers,agricultural service organizations who directly engaged in agricultural production".It is the first time to implement a allowance policy for purchasing agricultural machinery.Hunan Province is a major agricultural province in China.It is one of the major rice producing areas in China,and its agricultural production level and rice production mechanization rank the forefront of our country.But compared with the developed countries,the overall level of agricultural mechanization is not high.Therefore,the active implementation of the national agricultural purchase subsidy policy,accelerating the development of agricultural mechanization in Hunan Province,are the inevitable requirements to achieve agricultural mechanization and modernization.In order to speed up the process of agricultural mechanization in Hunan Province,the implementation of agricultural machinery purchase subsidy policy has become increasingly important.The purchase subsidy policy of agricultural machinery not only affects the development of agricultural mechanization and urbanization,but also has an important impact on the development of rural economy,the level of grain output and the income of farmers.The main contents of this paper are as follows:1)In order to have a more in-depth understanding of the present situation of agricultural mechanization development in Hunan Province,this paper collected the statistical data of agricultural mechanization management from 2004 to 2015.According to the field investigation of Hunan Agricultural Machinery Administration,Agricultural mechanization of the development process,geographical and climatic conditions,the status of agricultural mechanization and the existing problems in-depth and meticulous analysis.2)On the basis of fully grasping the present situation of agricultural mechanization development in Hunan Province,combining Hunan Statistical Yearbook,Hunan Rural Statistical Yearbook,Hunan Agricultural Mechanization Management Statistical Annual Report and Hunan Agricultural Machinery Administration Bureau,Hunan information network of subsidies on purchasing agricultural machinery,etc.,the status of the development of subsidies,subsidy policy status quo,the significance of subsidy policies were investigated and analyzed.3)On the basis of the current situation of agricultural mechanization development in Hunan Province and the status quo of subsidies for agricultural machinery purchase in Hunan Province,the benefits of farm machinery purchase subsidy are analyzed qualitatively and quantitatively.This paper analyzes the impact of Hunan agricultural purchase subsidy on farmers' self-raised capital,the impact on the total grain output of Hunan Province,the impact on comprehensive mechanization degree of rice,the per capita disposable net income of farmers and the total power of agricultural machinery in Hunan Province(SY1),the total grain output(SY2)of Hunan Province,the comprehensive mechanization of rice production in Hunan Province,and the total amount of agricultural subsidies(SY3),the per capita disposable net income(SY4)and the total agricultural power(SY5)of Hunan Province.4)To summarize the research conclusion of this paper,and prospect the development of subsidy policy of agricultural machinery purchase in Hunan province.
