Cross-regional Technology Transfer And Economic Growth In Western China

The so-called cross-regional technology transfer refers to the process of transferring scientific and technological achievements,knowledge and experience to other countries(or regions)through a country(or region)in some ways.Technology transfer is a weak link in the process of building an innovative country in China,and the development of regional economic level is not balanced.Although the economic level of the western region has been greatly improved in recent years,it still can not get rid of the "hat" of the economically backward areas.Cross-regional technology transfer has become the way to improve the allocation of scientific and technological resources and promote regional coordination.It is an important means to fill the disparity of scientific and technological resources among regions.For a long time,the imbalance of economic level in various regions of China has led to great technological differences among regions.The Eastern and central regions have become the "center" regions and the main forces of technology transfer.Due to the restriction of geographical location,geomorphological characteristics and the economic level of the western region,the power of technology transfer in the western region is relatively weak.With the rapid development of science and technology in today's world,the relationship between technology transfer across regions and economic growth in the western region is inseparable,which makes it necessary and significant to study the relationship between them.Domestic scholars have studied the endogenous mechanism of technology transfer,the mode of technology transfer,the way and the law and characteristics of technology transfer and economic growth respectively.Foreign researchers mainly study the theory of technology transfer.After that,their empirical research on technology transfer is gradually proceeding.Most of the existing domestic research focuses on the relationship between regional technology transfer and regional economy in China,and the research areas are concentrated in the central,Eastern and Yangtze and Pearl River Delta regions,and the number of related research in thewestern region is small.The research of mechanism system and path of regional technology transfer in China are also rich,and the relationship between FDI,university technology transfer,manufacturing industry,high-tech industry and technology innovation and technology transfer is also more in-depth.However,little research has been done to link cross-regional technology transfer with the western region.Aiming at the dynamic evolution of cross-regional technology transfer and economic growth in Western China,this paper systematically studies and explores the relationship between cross-regional technology transfer and economic growth in Western China.Firstly,on the basis of various scholars' research on technology transfer,this paper innovatively constructs the basic index system of cross-regional technology transfer from the macro-international level,the meso-national level and the micro-enterprise level,and studies the adaptability relationship between cross-regional technology transfer and economic growth in the western region;secondly,it constructs an econometric model to study the western region of China.Then,according to the results of a series of empirical analysis,the paper summarizes the relationship between transregional technology transfer and economic growth in the western region from2008-2017,and puts forward corresponding policy recommendations on technology transfer in the western region.To improve the technology transfer mechanism in the western region and reduce the disparity between the western region and the central and Eastern regions.To promote the rationalization of the economic operation mode of the western region and promote the economic progress of the western region.Taking Yunnan Province as an example,this paper further validates and analyses the relationship between cross-regional technology transfer and economic growth in the western region.Through a series of econometric analysis,it is concluded that:(1)The comprehensive index of cross-regional technology transfer in Western China and the economic growth index in Western China show an initial fit.The cross-regional technology transfer index follows the economic growth index and is characterized by upward development.(2)Cross-regional technology transfer inWestern China and Yunnan Province can promote economic growth in Western China and Yunnan Province.Generally speaking,the cross-regional technology transfer in the western region has a significant positive effect on the economic growth of the western region.The effect of cross-regional technology transfer on economic growth in the western region is not only promoted in the short run,but also stable and sustainable in the long run.(3)Economic growth in the western region and Yunnan Province has also been a sustained and powerful stimulus to improve the level of cross-regional technology transfer in the region.It shows that for the western region,economic growth is an important driving factor to promote the regional technology transfer.Finally,based on the conclusions drawn by the research,in order to promote the economic growth of the western region better,this paper puts forward corresponding suggestions on the choice of technology transfer routes and policies in the western region:expanding the scale of technology transfer across regions in the western region,strengthening the acceptance of high-tech transfer in the western region,and improving the cross-region acceptance of technology transfer in the western region.The matching degree between technology transfer and technological environment,the improvement of technological utilization capacity in the western region,the promotion of integration of technology transfer in the western region,and the formulation of relevant policies should consider both short-term and long-term plans,and focus on their mutual development.
