Research On Risk Management Of Patent Information Service Projects

At the present stage,China's patent information service industry has entered a period of rapid development in terms of national policy support and market development.The service form and content of the patent information service industry are also constantly updated and optimized.The risk of the patent information service industry is unique.At present,there are few researches on project risks related to the patent information service industry.This paper hopes to research and establish a risk management system for patent information service projects,and provide reference for risk management of related patent information service projects.Based on the relevant theories and research results of project risk management,taking J Company's P patent information service project as an example,this paper designs a framework of patent information service project risk management research according to the actual situation of patent information service project management.In this paper,project risks are analyzed and studied according to the process of project risk identification,risk analysis,risk response and risk monitoring.Firstly,combining the background and characteristics of P patent information services,using the information collection method,brainstorming and the Delphi method of project risk identification,the paper finally identified five primary risks listed as:the decision risks,communication risk,human resources risk,schedule risk,and financial risk.Secondly,the analytic hierarchy process was used for project risk analysis.The identified risks were analyzed in accordance with the first-level risks and the second-level risks.Finally,the order of the risk degree of the first-level risks was determined from high to low:capital risk—decision-making risk—communication risk—schedule risk—human resource risk.Further analyzing the risk level of the second-level risk,and comprehensive evaluating it with the risk level of the primary risk.The paper identified the risk with higher level is the Project payment risk and demand definition risk,financial management risk,outsourcing feedback speed risk.At last,combining the degree of risk and the characteristics of each risk,this paper developed corresponding risk response measures and strategies,and proposed risk monitoring scheme to reduce the consequences of risk and reduce the probability of project risk occurrence,so as to ensure the smooth implementation of the project.This paper establishes a research framework of project risk management that adapts to the characteristics of patent information service project by studying specific project examples,hoping to bring certain reference value for the research of patent information service project risk management.
