on the principle that farmers can afford and can accept collectively.By analyzing the effective threshold of the paid use area of the homestead and the effective threshold of the cost,the consumption utility function measurement model and the double-boundary binary CVM measurement model are established respectively,and the effective use area and cost effective threshold of the homestead are measured.Research indicates:(1)The utility structure of the farmer's consumer homestead includes three aspects: life,production,and ecology.The effective threshold of the area must meet the policy requirements,protect the “three-life” effect of the farmers,and at the same time limit the maximum utility of the farmers.The behavior of the base.The effective threshold of the area measured by the consumption utility function is generally lower than the actual value.It can be seen that the actual demand of the farmer is lower than the actual occupied area,and the potential for excavation of rural stock construction land is huge.The effective threshold of the average area per capita in Yicheng City is significantly different from the effective threshold of the per capita area.This is closely related to the area standard defined by the average mind.The range of the paid area standard set by this method is too large and too high to be constrained and the stock is excavated.The land used for rural construction has forced the withdrawal of paid land.Therefore,the threshold for the paid use area of the homestead should be changed from the household-based homestead distribution system to the human-based unit to determine the area,ensure the basic needs of different family structure farmers,guarantee the equality of the qualification rights,and fully protect the farmers.On the basis of demand,reduce the threshold of the paid use area of the homestead,and force the super-standard homestead to withdraw as much as possible,and tap the stock of the homestead.Farmers in rural areas have different needs for housing sites,and are related to factors such as the level of economic development and geographic location.The specific performance is that the closer to the
