The Research On Influence Factors Of Farmers’ Willingness To Take Part In The Homestead Paid Use

Rural homestead is part of the rural collective construction land and farmers’ residential land, not the productive land. However, farmers did not enjoy the trading rights of their homestead for a very long period of time. Therefore, as rural labor outflow to cities, there has been large scale of idle homestead phenomenon in China. With the constantly economic development in China, the homestead paid use has gained more and more attention.The homestead paid use not only relates to farmers’personal interests, but also is an important method to raise the utilization rate of rural land and balance of urban and rural construction land. At the present stage in China, there are mainly two way to paid use the homestead -- paid out and homestead circulation. At first the paid use homestead mainly controlled by government. But with the liberalization of policy, farmers gradually acquire their own franchise. As a result, the circulation market homestead gradually developed, and the homestead circulation between households and individuals, households and enterprises is gradually increasing. Therefore, it is necessary to study the homestead paid use.This paper takes the influence factors of farmers’willingness to take part in the homestead paid use as study object, based on the domestic and foreign research results and related policies and systems. It firstly analyzes the Principal-Agent relationships between various levels of government and farmers. By building dynamic game model, it specifically analyzes the impact of local government administrative actions on farmers participation willingness. This paper believes that the farmers participation willingness will be effectively improved by strengthening supervision, prompting the local government legal administration, increasing farmers’income and reducing their cost of participation.In addition, this paper also use the survey data of Tianjin, through probit regression and combining quantitative analysis and qualitative analysis, to examine that the factors impact on farmers’participation willingness also include their family income, land revenue and the expectation to get the urban identity.In order to improve the farmers’participation willingness and protect their interests, this paper believes that the local government supervision should be strengthen to reduce the possibility to break the law. In the meanwhile, it is also necessary to strengthen the management of farmers’compensation funds and establish a sound social security system. Residential Land Market should be continuously improved and distribute resources through market means instead of government.
