Research On The Effective Threshold About Farmers' Paid Use Of Homestead

With the rapid development of urbanization,the idle phenomenon about expansion of urban construction land and rural construction land coexists.At the same time,the contradiction between people and land is prominent,and the pressure of cultivated land protection has been much bigger.In order to alleviate the contradiction between people and land,to achieve the dual goals of cultivated land protection and economic development,it is necessary to take good use of the existing land resources.The basic function on the homestead is living but not for the production in countryside,even if it belongs to the construction land.Due to the policy and regulations about homestead,not only could not meet the needs of the rural areas,but also let the homestead idle and ultra account.It is very urgent to establish a reasonable compensation system.This paper which focuses on the use of the threshold value about the homestead base,has practical significance.Firstly,this paper analyzed the three main aspects about the paid use of the rural house land,which were,paid use fees,areas and time limit.By using the model calculation method and the comprehensive analysis method,the paper discussed the determination of the threshold value about the homestead land use.On this basis,the empirical study was carried out to calculate the effective threshold value of Yicheng city in the course of paid use.The following conclusions were obtained:(1)Through the analysis and investigation,it was found that the waste of the land is serious and the land utilization rate is low.In this context,we need "two pronged" to deal the problem.Not only should pay off the homestead,but also need to pay for the use of homestead.A good interactive mechanism will completely solve the problem about excessive homestead.(2)At first,we read literature and learned the study of the domestic about foreign land paid use extensively.The current situation about the use of homestead was divided into three categories: "more than one house" ?over the occupied area and non members of the collective economic organizations who use the homestead.(3)Through the investigation method?the model calculation method and the empirical research method,we combined the use of land in various regions and calculated the use of home based on the effective threshold.At the part of the cost threshold,we calculated the base price of the base fee paid through the benchmark land price law?land acquisition compensation law?the homestead value method and the income of farmers and empirical method.At the same time,the use of compensation for residential areas was grading,according to local conditions and the use of the coefficient.In the area of the threshold part,according to the history of the introduction?the policy of the time and the household homestead area,the paper divided the area threshold as well as charges according to the time limit threshold partition.Expenses should be borne by the collective economic organization?charge management and establishing a special fund for construction of the village committee.(4)It put forward policy recommendations for the use of homestead compensation system.The threshold of paid use of homestead should be continued to try to determine the multiple angle,and strove to find the most appropriate threshold.At the same time,the use of homestead compensation policy should be linked with farmers.We should establish the relevant integrity files too.Finally,we must continue to promote the implementation of the policy of compensation for homestead.
