In recent years,as the "lifeline" of people's life,the urban pipeline has gradually exposed many disadvantages,and the pipeline problem hinders the further promotion of urbanization in our country.In this context,our country proposed the strategy of building and developing the utility tunnel.Based on the current situation of huge investment and complex operation and management of the utility tunnel,our country encourages the application of PPP mode in the construction of the utility tunnel to solve the problem of construction fund source and give better play to the advantages of the utility tunnel.However,it cannot be ignored that once the PPP mode is introduced,how to guarantee the access rate of pipeline and the public welfare of utility tunnel while ensuring the investment return of the private sector? Therefore,it is necessary to solve the pricing and cost sharing among pipeline units in the PPP project of the utility tunnel,which is the necessary condition for the further construction and development of the PPP project of the utility tunnel in our country.Based on this,this paper starts from the overall project,and explores the corridor pricing model of the PPP project of the utility tunnel,in order to establish a pricing mechanism of the utility tunnel in PPP mode based on the satisfaction of the three parties.First of all,this paper summarizes the relevant theories of the utility tunnel and PPP mode,and expounds the relevant knowledge of evolutionary game theory and multiobjective decision theory,which provides theoretical support for the later research on pricing mechanism.Then,the paper analyzes the characteristics of the utility tunnel construction and puts forward the suitable PPP mode for the construction of the utility tunnel in our country.And on this basis,various operation modes are designed according to different construction conditions,and the pricing principles,influencing factors and other pricing characteristics of PPP project of the utility tunnel are discussed.Secondly,according to the pricing characteristics of the PPP project of the utility tunnel,the existing pricing methods of the utility tunnel are analyzed and compared.In this paper,stakeholder behavior selection strategy combination is adopted to reflect the final purpose of pricing,and evolutionary game theory is introduced to discuss the behavior selection strategy combination of stakeholders,determining the boundary condition of each behavior selection strategy combination becoming the combination of evolutionary stability strategy.At the same time,this paper uses the theory of engineering economics to reflect the pricing stakeholder interests,taking multi-objective programming as the basic pricing model,and combining relevant models of evolutionary game theory and engineering economics.A three-party satisfaction pricing model for PPP project of the utility tunnel is established from the ultimate goal of pricing and pricing stakeholders interests two perspective,and from two aspects of directly and indirectly reflected the pricing of the tripartite satisfaction.Then,this paper discusses the allocation of corridor entrance cost and daily operation management cost among pipeline units,and puts forward the price adjustment mechanism based on satisfaction and performance respectively for the early stage of operation and the stable period of operation,establishing a corridor entrance pricing mechanism for the PPP project of the utility tunnel based on the satisfaction of the three parties.Finally,this paper applies the established corridor pricing mechanism to the case analysis,which proves the reliability and practicability of the research results of this paper.This paper has certain reference significance for the determination of corridor pricing of the utility tunnel in PPP mode in our contry.
