Pricing Mechanism Study On Underground Utility Tunnel Of PPP Mode Under Demand Orientation

PPP mode of underground utility tunnel started late in China,in the process of practice,there is a phenomenon that pipeline companies conflict with the payment into the utility tunnel,which makes it difficult to recover funds from social capital.At present,almost no PPP project of underground utility tunnel can solve the pricing and collection problems of corridor fee and daily maintenance fee.Therefore,the key to the sustainable development of the underground utility tunnel in China is to explore the mode of paid use of the underground utility tunnel in PPP mode,formulate a scientific and reasonable pricing mechanism,and ensure the interests of all parties in the construction process of the underground utility tunnel in PPP mode.Therefore,this study analyzes the formation mechanism of the behavior intention of pipeline companies paying for using underground utility tunnel,and explores the stability strategy of stakeholder behavior selection under the equity intervention mode of pipeline companies,so as to build the pricing mechanism of PPP mode underground utility tunnel in which both the supplier and the demander participate in the construction and operation.First of all,in order to accurately grasp the key influencing factors of promoting the payment of pipeline companies,and deeply understand the behavior mechanism of the payment of pipeline companies,this study combines the theory of perceived value and social cognitive theory,introduces three variables of value perception,system perception and result cognition into the basic framework of the theory of planned behavior to expand,put forward research hypotheses and construct a theoretical model to explore the relationship between each variable and the behavior intention of pipelinecompanies paying for using underground utility tunnel,and use Mplus7.4 to quantify and analyze the influence of each variable on the behavior intention of pipeline companies paying for using underground utility tunnel in the form of a structural equation model.The research shows that: the basic variables of the intention of payment behavior are positively correlated with the intention of behavior,The results show that:the basic variables of the intention of payment behavior are positively correlated with the intention of behavior,among which the direct positive effect of behavior attitude on the intention of behavior is the most significant,and the indirect positive effect of perceived value,system perception and result expectation on the intention of behavior through behavior attitude is significant.Then,by introducing the variables of system perception and value perception,the paper puts forward the income model of pipeline companies entering the equity intervention model of pipeline companies,and establishes the evolutionary game model of pricing behavior of stakeholders(government,social capital party,pipeline companies)in the situation of non intervention of pipeline companies and equity intervention of pipeline companies,and analyzes the evolutionary stability strategy and stability Policy simulation analysis.The research shows that pipeline companies can hardly evolve towards the direction of active corridor access without revenue mechanism.Finally,combined with the above research conclusions and the thought of polycentric governance theory,The research shows that pipeline units can hardly evolve towards the direction of active corridor access without revenue mechanism.Finally,combined with the above research conclusions and the thought of multi center governance theory,this paper constructs the pricing mechanism framework of PPP mode underground utility tunnel from the time and space dimensions,in order to provide reference for the government to promote the healthy development of PPP mode underground utility tunnel.
