Utility tunnel can effectively solve the problem of urban pipeline,become the inevitable development direction of city modernization construction,and the construction investment in the early stage of utility tunnel is huge.The utility tunnel in our country that has been built is mainly composed of government investment,pipeline unit free of charge or pay less rent to use pipe gallery space,this model that construction investment rely on government finances alone,cannot meet the needs of large-scale construction in our country,so money problems become the bottleneck of comprehensive development of utility tunnel in our country.As the government allows private to participate in the urban infrastructure investment and operations through franchise and other ways,utility tunnel attract the private to participate in the investment and construction,which provides opportunities for the development of utility tunnel.However,utility tunnel as a prospective business infrastructure,how to charge for pricing,not only ensure reasonable return on investment of private,attracting social capital investment,but also consider bear ability of unit and government financial subsidies,guiding pipeline into the gallery installation.So this paper proposed study on the urban utility tunnel toll pricing under PPP model.This paper summarized the utility tunnel at home and abroad in terms of cost allocation and toll pricing results by comparing development present situation of utility tunnel at home and abroad,put forward the construction characteristics of utility tunnel under the PPP mode through the analysis of the theory of utility tunnel and PPP mode,such as government must give gap compensation,property is owned by the government,the government supervises making the price,and designed three kinds of PPP mode,that included DBFO model,mode of pipeline unit in,mode of "Beijing metro line 4",which is suitable for utility tunnel construction in our country.This paper put forward the key subjects that affect the utility tunnel toll pricing under PPP model for the government,social capital,and pipeline unit,but pricing targets of three parties are not identical.Considering the utility tunnel as a new construction model,it has changed the traditional way of directly buried pipeline,which should consider the endurance of the buried pipeline,at the same time,combining with the regional fiscal capacity,utility tunnel construction subsidies should have certain restriction.On the basis of three pricing goals,utility tunnel toll pricing under PPP model should also be subject to the conditions of various constraint conditions,so the paper set up pricing model of charge three goal programming.Also,the paper quantified the relevant parameters of the model around pricing objectives of utility tunnel under PPP mode and constraint conditions and introduced the actual case to verify this model.At the end of this paper,it put forward some suggestions and countermeasures in the implementation of utility tunnel toll pricing model in our country.
