Research On Construction And Planning Of Chongqing ASEAN International Logistics Park

As important infrastructures for the urban construction,logistics park plays a crucial role in promoting the urban economic development.The reasonable planning and layout of the relevant logistics infrastructures can boost the overall operation efficiency between cities and of the commercial circulation inside the city,and prosper the regional economy.Therefore,the construction and planning of logistics park will be particularly important to the regional economic development.With the implementation of "the Belt and Road Initiative" strategy of the country,Chongqing has become the international cooperation partner with the shortest space-time distance to ASEAN and the transport and logistics hub that connects ASEAN with North China,Central Asia and Eastern Europe.Jointly established by Chongqing Highway Transportation(Group)Co.,Ltd.and affiliated Highway Logistics Base Construction Co.,Ltd.in Banan District,Chongqing,Chongqing ASEAN International Logistics Park is constructed to promote the formation of Chongqing Southward International Logistics Channel and build the highway freight channel from Chongqing to ASEAN countries,and it is situated in Chongqing Nanpeng Highway Logistics Base.Based on the construction of the ASEAN International Logistics Park Project,the MSFLB logistics park planning method is used to mainly analyze and research the following aspects,including market analysis,strategic positioning,functional design,layout design and business design,which provides corresponding countermeasures and suggestions for the project implementation.Firstly,the present situation of logistics industry development of Chongqing is analyzed and the necessity of park construction is discussed;Secondly,the development environment o f the Project is analyzed and positioned.Based on the international and domestic environment involved in the Project,and the analysis on the surroundings at the locality of the Project,the Project's market positioning is classified as integrated logistic service system,park platform system and International Highway Freight Hub,to provide services for the highway bonded logistics,main regional logistics and urban logistics distribution.Then,the market demand on the project construction again is analyzed.According to the Project's positioning,its market demand is analyzed from such three categories as Chongqing-ASEAN Highway logistics quantity,main highway transport logistics quantity and urban distribution logistics quantity combined with the quant itative and qualitative method.The trade volume between Chongqing and ASEAN is predicted in the two-stage prediction method for the quadratic polynomial fitting,power function fitting and exponential function fitting.The latter two fittings are carried out in combination with the elastic coefficient method,time series method and regression analysis method.Finally,the specific contents of project construction are researched.The contents include service functional design,business mode design and layout planning design.Meanwhile,the possible problems during the project construction and the possible risks during the project implementation are discussed and the corresponding measures to prevent and reduce the risk are also proposed.
