Impact Of Technical Barriers To Trade On China's Agricultural Products Export

Since China joined the WTO in 2001,with the rapid development of global economy and trade,as a traditional agricultural country,the scale of foreign trade of agricultural products in China has been increasing,and the total trade volume has risen year by year,which has gradually emerged in the international market.However,since 2004,the import and export volume of agricultural products in China has been in a state of trade deficit,which was greatly different.The development trend of the trade deficit of agricultural products and the trade of agricultural products were going hand in hand.Those are not unrelated to the frequent attacks of technical barriers to trade by developed countries on China's agricultural exports.The "Trade Policy 2016" issued by the United Nations and the Development Conference in 2017 Major Indicators and Trends indicate that technical barriers to trade have replaced tariff barriers because of their universality and concealment,and become the most common international trade measure,directly affecting 70% of World Trade and 30% of product lines.Among them,sanitary and plant measures are used in all agricultural-related trade.These countries use the TBT Agreement formulated by WTO to build reasonable barriers to foreign products through technical regulations,conformity assessment procedures and other means to protect the competitiveness of domestic products in the market.This not only affects the income of farmers,but also directly affects the adjustment of agricultural industry structure,which is very harmful to the sustainable economic development of our country.Therefore,how to reasonably assess the impact of technical barriers to trade on China's agricultural exports is the focus of this paper.Firstly,this paper summarizes the relevant literature at home and abroad from the definition,classification and empirical research of technical barriers to trade.Secondly,it qualitatively analyses the theoretical basis,concept definition,trade pattern of agricultural products in China and the current situation of technical barriers suffered by technical barriers,and then uses the panel data model based on Trade Gravity Model to sum up.Based on the empirical analysis of 17 countries with the largest trade volume of agricultural products inChina,this paper finally gives suggestions on how to break the technical barriers to trade in agricultural products from the three levels of government,industry associations and enterprises.
