Study On Food Safety Governance Of Rural "Baba Banquet"

In the context of the weak awareness of food safety among rural people,food safety incidents in rural “baba banquets” frequently occur.In August 2014,Sichuan Province officially implemented the “Measures for the Administration of Self-organized Group Banquet Food Safety in Rural Areas of Sichuan Province” for the management of rural “baba banquet”.However,the implementation of the "Measures" did not effectively prevent the occurrence of tragedies.According to the bulletin of China General Food and Drug Administration: In December 2016,a banquet was held in a village in Sichuan Province,which caused food poisoning incidents,resulting in 30 people being poisoned and 2 dead.Therefore,in order to protect the health and safety of the rural masses,it is also urgent to explore ways to effectively manage the food safety of the rural “baba banquet”.This article takes the "Measures" as the research perspective and analyzes the implementation of the "Measures" with empirical analysis methods.The author conducted a site inspection of the rural “baba banquet” in Cuiping District to understand the implementation of the “Measures”.Meanwhile the author interviewed the food supervisors of Cuiping District to understand the difficulties in implementing the “Measures”.The empirical analysis shows that the implementation of the "Measures" in Cuiping District is not ideal.Specifically,the phenomenon of imperfect qualifications and irregularities accounted for more than 20%,and the hardware conditions did not meet the requirements of more than 60%.The phenomenon of food procurement,storage,and processing was not standardized,accounting for more than 60%.According to the governance theory and government supervision theory in public management,the causes of food safety problems in rural “baba banquet” in Cuiping District were analyzed comprehensively.Specifically,the provisions of the Measures are only a kind of guidance,and the disciplinary property needs to be embedded;passive supervision is the norm,and the supervision and guidance needs to be improved;the one-way supervision is still the main mode of supervision,and social co-governance has not yet formed.At the same time,with the help of the literature research method and the practice of food safety in the rural “baba banquet” in Cuiping District,the countermeasures for improving the food safety problem of the rural “baba banquet” were put forward.Specifically,the establishment of a disciplinary system will embed the disciplinary system into the "Measures" and build a credit supervision system,so that the organizers have a mentality that they dare not violate the law;improve the performance appraisal and accountability system,so that the supervisors can actively act.Improve the supervision system,increase daily supervision and management,and urge the organizers to strictly implement the main responsibilities in accordance with the Measures.We will build a co-governance pattern,vigorously disseminate food safety knowledge and the "Measures",and guide the community to actively participate in the governance of the rural “baba banquet” for their own interests.Improve the emergency rescue system to minimize after-the-fact losses.
