Research On The Supervision Of Food Safety In Rural Grassroots Society

Premier Li Keqiang said at the first meeting of the Food Safety Commission of the State Council,“Hunger breeds discontentment,safety is the supremacy for food,food safety concerns the health and safety of the people,which is related to economic development and social harmony.Owing to its large scale,large number of participants,high frequency,long history and many potential risks,rural self-run group banquets have become a kind of group activities which are difficult to supervise by relevant government departments.This activity involves the food safety of the masses and is a form of family feast.There is no legal constraint on the law,but the hidden dangers caused by its own existence can not be ignored.”Taking the actual situation of rural family banquet supervision in Aba Prefecture of Sichuan Province as an example,the author emphasizes the importance of strengthening the self-organized group banquet in rural area.First,through consulting and combing the relevant literature,we can understand and analyze the causes and results of food poisoning incidents in rural self-organized group banquets nationwide,and then warn about the risks and hazards of this type of banquets.Second,it is to investigate and study the food poisoning incidents in rural banquets in Mao County,Aba Prefecture;meanwhile,we participated in two different types of rural self-hosted group banquets in Songpan County,Aba Prefecture and Jorge County,and grasped the reality of rural self-hosted group banquets in detail.It includes the location environment,the duration of the food type of hardware equipment,raw materials procurement and use,the production of family banquet participants and other aspects.Combined with the requirements of the Food Safety Law and Food and Beverage Service Measures for the Administration of Food Safety Supervision,it analyzes the risks and hidden dangers of self-organized group banquets in rural areas.Third,interviews were conducted with food and drug supervisors and township government staff.On the basis of mastering a certain amount of first-hand interview data,it analyzes the defects and difficulties in current management,and proposes countermeasures for improvement and resolution.The main conclusions of this paper are as follows: Although there has not been a serious rural self-organized mass banquet food poisoning incident in the area of Aba Prefecture recently discussed in this paper,as an important aspect of government supervision,it is the requirement and test for the government to use the idea of emergency management to do a good job in the prevention in advance,the handling of the incident and the recovery after the accident.Thus,the author emphasizes that we should strengthen the banquet supervision in this form,establish an effective response mechanism,ensure the safety of public life,health and property,and maintain social harmony.
