The Nineteenth National Congress of the Communist Party of China put forward the strategy of "implementing food safety strategy and make people eat safely".Food safety is not only directly related to the lives of more than 1.3 billion people,but also affects the country's economic development and social stability.With the rapid development of mobile internet,the development of online catering is blowing out.It also causes such problems as poor offline sanitary conditions,unlicensed,uploading false photos and so on.On January 1,2018,China implemented the Regulations on Food Safety Supervision and Management of Online Catering Services,which is a special regulation for online catering.However,the effect is not obvious since the implementation of the Regulations,and the problems existing in the supervision of online catering are still prominent.On April 10,2018,the State Administration of Market Supervision and Administration was established.At the national level,the integration of food and drug,industry and commerce,quality control and other departments have been achieved.Under the background of institutional reform,further research on food safety supervision of online catering will help to integrate the supervision force,identify the causes of the problems,put forward practical and feasible countermeasures and suggestions,and standardize the operating environment of online catering.This will not only ensure the healthy development of online catering industry,but also ensure the quality and safety of food.In this paper,literature research,case study,comparative research and other research methods,using information asymmetry theory,incentive compatibility theory and market failure theory,the food safety supervision of online catering is studied.Firstly,the existing literature on food safety of online catering is sorted out to understand the current status of research on this issue worldwide,including the research on food safety supervision and the research on food safety supervision of online catering.Taking the food safety supervision of online catering in M District of Chengdu City as an example,the current network of China is analyzed.The current status of food safety supervision of online catering industry and the problems of difficult implementation of laws and regulations,difficult protection of consumers' rights,and difficult guarantee of food quality are presented.Based on this,the causes of food safety problems of online catering industry caused by supervision departments,supervision methods,laws and regulations are analyzed.Finally,based on the theory of public management,domestic and foreign successful experience are drawn.From the perspective of strengthening the positive incentives for online catering platforms and operators,improving the asymmetry of online catering information,optimizing supervision methods,and guiding industry self-discipline,puts forward suggestions to further improve the supervision of online catering food safety in China,by further standardizing operators' business behavior,creating an environment where society participates in supervision,improving laws and regulations,promoting the integration of supervision within departments and among departments,utilizing information technology to improve supervision efficiency,we may build a good business environment,and ensure the quality and safety of online catering food.
