Research On Investment Risk Warning Of Agent Construction Projects In PPP Mode

The agent construction project in PPP model is a government investment project combining the PPP model and the agent construction system.The combination of the two will help the government to control investment,reasonably share and reduce public and private participants' project risks,and at the same time coordinate and relieve the natural contradictions of public interest and interest of presuming profits in PPP model,and scientifically define the balance between public interest and private benefit.However,due to the large number of participants in such projects,how to effectively control investment risks is one of the most difficult issues to be solved at this stage.From the perspective of project financing risk warning,literature review methods,questionnaire survey methods,mathematical modeling methods and other methods are used to conduct in-depth studies on how to reduce investment risks for agent construction projects in PPP model.The following results have been achieved:Based on the basic theories related to PPP model and agent-based system,the list of sources of Investment risks for agent-based projects in the PPP mode was summarized through reviewing authoritative literature and field research,and the scoring data by sending questionnaires to professionals were collected and analyzed.Excluding the unqualified risk factors,the evaluation index of investment risk for agent-based projects under the PPP model was formed.Then,the AHP was used to quantitatively analyze the investment risk indicators and determine the weights of the evaluation indicators.Based on the evaluation indicators of investment risks,the risk levels and risk intervals of each investment risk indicator were determined.Therefore,the early warning indicator system of investment risks was established.The early warning model of investment risks for agent-based construction projects under the PPP model was established through the established weights and the fuzzy extension model,and the early warning signals were adopted.Judgment of the warning result.By analyzing the case,the early-warning model was used to warn possible policy risks and decision-making risks,analyze the causes of the above-mentioned risks,and propose countermeasures after the risk response.In order to reduce the risk of project investment combined with the PPP model and the agent construction system,it is proposed that precautions should be taken from the root of the risk.Among them,the government from three aspects:the sound financing and construction projects law and policy,vigorously training and the introduction of professional personnel,and actively promote the combination of PPP + agent system model,social capital from the:enhance project decision-making level,deepen the details of contract management,multi-faceted training Complex talents are discussed on three sides.
