Study On Accurate Identification Mechanism In Rural Poverty Governance

Accurate poverty alleviation is a major strategy of the Party Central Committee on the poverty alleviation,which is centered on General Secretary Xi Jinping.In 2013,the Party Central Committee promulgated the "Opinions on Implementing Innovation Mechanisms to Promote Rural Poverty Alleviation and Development Work Prominently(Zhongbanfa[2013]No.25)",transforming precision poverty alleviation from a conceptual level into a practical poverty alleviation action,and demanding the identification and mechanism of poverty.Construction is the foundation and key to the implementation of precision poverty alleviation.At the present stage,China mainly adopts the method of setting up files to identify poverty accurately.However,in the current operation of the precise identification mechanism for poverty,there are some problems such as unreasonable poverty identification standards,non-standard poverty identification processes,and imperfect supervision and feedback systems in the poverty identification process.Problems,these real problems have affected the normal development of accurate identification to a certain degree,and will have a greater negative effect on the actual results of China's current precision poverty alleviation and rural poverty governance.Based on the above considerations,this paper selected the topic of precise identification mechanism in the process of rural poverty governance to conduct in-depth research,which has certain theoretical value and practical significance.First of all,the article scientifically defines relevant concepts of precise identification,introduces principal-agent theory,collaborative governance theory,multidimensional poverty theory,and analyzes the connection between these theories and thematic applications;secondly,comprehensively sort out poverty alleviation in China.The historical evolution and current status of the precise identification mechanism under the policy adjustment are described in terms of policy systems,identification subjects,target objects,and identification methods.Furthermore,in Y County,Fujian Province,a practical survey was conducted to describe the practice of accurate identification of local rural poverty governance.On the one hand,it summarized the periodic progress in practice.At the same time,it also summarized many insufficient:It is manifested in problems such as the irrational identification of accurate indicators,non-standard identification procedures,the power of rent-seeking that accurately identifies the subject,and the accurate identification of targets that return to poverty.Later,this article introduced the successful experiences and effective practices of poverty identification practice both at home and abroad.poverty identification needs to improve the social welfare system,reform social organizations to participate in the poverty alleviation model,innovate the income measurement system,and establish an accurate revenue verification system to improve poverty in China.Eventually reach the goal,Precise recognition of sustainability and science.Finally,this article trys to follow the recognition criteria,the identification process,the identification subject,the identification of the monitoring of the operating mechanism,put forward to improve the accuracy of the identification mechanism of poverty prevention strategies and suggestions,including the exploration of multi-dimensional poverty population identification standards;standardize the precise identification process;poverty identification work team Construction;give play to the role of grass-roots democratic appraisal to increase farmers' ability to participate in poverty identification;set a flexible and dynamic exit mechanism for the poor;strengthen multi-subjects to collaboratively identify impoverished populations.
