Precise Poverty Identification In Rural Poverty Management

The general secretary Xi Jinping visited Liangshan,Sichuan in February 2018,and instructed that,"we are implementing socialism,that is to let all the people from all ethnic groups live happy and great lives.The most difficult and arduous task in building a full well-off society lies in the poverty areas,especially the poverty-stricken ones.No matter how hard the task is,we must successfully complete it,and no ethic groups and families should be left behind when building such a comprehensive well-off society”.It is our party's solemn promise to let the poor and poverty-stricken areas join the well-off society along with the rest of the country in the same time.Since the eighteen Party of the party,China has brought the work of poverty alleviation and development into the "four comprehensive" strategic layout,as the key work to achieve the goal of the first 100 years of struggle,vigorously implementing the precision poverty alleviation,enriching and expanding the road of poverty alleviation and development with Chinese characteristics,creating a new situation of poverty alleviation and development,and has made great achievements in the world.China's poverty management has reached the stage of precise poverty alleviation which works on the basis of precise poverty identification.Currently,"documenting and card" method is used for precise poverty identification.This report firstly reviews the literature and analyzes the current practices of poverty identification at both home and abroad,the concepts of poverty and precision are explained.This study took Z County of Shangxi Province as an example,and collected data from three administrative levels(i.e.,county,town,and village)regarding precise recognition standards and identification procedures by accessing recognition results pictures,forms,documents and opinions of all parties involved in the precision poverty recognition and alleviation.listening to the opinions and suggestions of various parties on precision poverty alleviation,especially precision identification,we investigated and studied the situation of precision recognition in Z County of Shanxi Province.The main problems in the practice of precision recognition in this county are summarized as follows: blind spot exists in the policy propaganda of building grade card,difficulty in identifying the actual operation of precision recognition,lack of elements of public announcement of democratic evaluation,etc.It also puts forward three suggestions,such as enhancing the effectiveness of precision poverty alleviation policy propaganda,building a scientific and perfect system of precision identification,and ensuring the full participation of peasant households in democratic evaluation,which is not only beneficial to the theoretical development,but also of practical values.
