Research On The Development Countermeasures Of Heze Peony Industry Cluster

This study probed into the development process,current situation,difficulties and bottlenecks of the Heze Peony Industry(HzPI)on the basis of the Industrial Cluster Theory and the Growth Pole Theory,in the context of both the demand-side management and supply-side reform dominated by the government.This study focused on the existing problems and their causes in HzPI in the perspective of industry economics,taking into account several directions such as the industrial factors,ratio,standards,scientific investment of HzPI etc...Based on the analysis above,a comprehensive and three-dimensional diagnosis of HzPI was made,and the direction of the development of HzPI was explored,helping to reconstruct the peony industry cluster in Heze.Comparing HzPI with Luoyang peony industry(LyPI),SWOT analysis was used to analyze the superiority,shortage,challenge and opportunity for HzPI to explored a complementary and synergistic road with LyPI.Combining the advanced experiences at home and abroad,the feasibility of applying Agglomerative Development(AD)to HzPI and the enhancing effect of Growth Pole Effect(GPE)on HzPI cluster are expounded.A three-step goal was proposed.First,the Oil Peony(OP)and Peony Culture Brand are regarded as two growth poles of HzPI cluster.Second,these two growth poles would bring the Bipolar spiral effect to the HzPI cluster and thereby promote the development of the cluster.Finally,scientific innovation of the peony industry chain in Heze would be extended comprehensively,ultimately integrated with LyPI,and then influence the economic development of Central China.In the final,this study come up with several specific development strategies for HzPI,including that the focus should be OP products,the peony cultural brand market be expanded,the regional integration be strengthened,the quality of peony products be promoted,the peony germplasm resource bank be established,the scientific innovation be strengthened and so on.The ultimate goal is to explore the clustering development direction of HzPI,promote deep integration of peony industry clusters,form a regional industrial cluster.
